outline: 0px;'><br style='-webkit-tap-highlight-color: transparent;outline: 0px;'></p><p style='-webkit-tap-highlight-color: transparent; outline: 0px;'>根据这份通知，套内建筑面积（专有建筑面积）由套内房屋的使用面积、套内墙体面积和套内阳台建筑面积三部分组成。通知明确，房地产开发企业在销售前应当公示被分摊的共用部位的名称、用途、位置、面积，参与分摊共用建筑面积的商品房的名称、用途、位置、面积、分摊系数。</p><p style='-webkit-tap-highlight-color: transparent; outline: 0px;'><br style='-webkit-tap-highlight-color: transparent;outline: 0px;'></p><p style='-webkit-tap-highlight-color: transparent; outline: 0px;'>中国宏观经济研究院研究员刘琳说，按套内建筑面积计价销售，并不意味着取消公摊，公摊成本会计入套内建筑面积价格中去。“不论以建筑面积计价，还是以套内建筑面积计价，只是两种不同的计价方式，总购房成本不会发生变化。”</p><p style='-webkit-tap-highlight-color: transparent; outline: 0px;'><br style='-webkit-tap-highlight-color: transparent;outline: 0px;'></p><p style='-webkit-tap-highlight-color: transparent; outline: 0px;'>我国2001年施行的《商品房销售管理办法》第十八条规定，商品房销售可以按套（单元）计价，也可以按套内建筑面积或者建筑面积计价。商品房建筑面积由套内建筑面积和分摊的共有建筑面积组成，套内建筑面积部分为独立产权，分摊的共有建筑面积部分为共有产权，买受人按照法律、法规的规定对其享有权利，承担责任。</p><p style='-webkit-tap-highlight-color: transparent; outline: 0px;'><br style='-webkit-tap-highlight-color: transparent;outline: 0px;'></p><p style='-webkit-tap-highlight-color: transparent; outline: 0px;'>据了解，套内建筑面积包括套内使用面积、套内墙体面积和阳台建筑面积。公用建筑面积一般由两部分组成：一是电梯井、楼梯间、垃圾道、变电室、设备间、公共门厅和过道、地下室、值班警卫室以及其他功能上为整栋建筑服务的公共用房和管理用房建筑面积；二是套（单元）与公用建筑空间之间的分隔墙以及外墙（包括山墙）墙体水平投影面积的一半。</p><p style='-webkit-tap-highlight-color: transparent; outline: 0px;'><br style='-webkit-tap-highlight-color: transparent;outline: 0px;'></p><p style='-webkit-tap-highlight-color: transparent; outline: 0px;'>浙江工业大学中国住房和房地产研究院院长虞晓芬表示，不同楼盘公摊比例不同，购房者可能并不清楚，容易产生面积纠纷。按套内面积计价，可以提高透明度，让购房者清晰地了解所购房屋的实际使用面积。但如果仅按套内面积计价，也可能导致出现开发商降低公共部位建设标准、部分购房者产生不需要承担公共部位责任的错觉等诸多问题。</p><p style='-webkit-tap-highlight-color: transparent; outline: 0px;'><br style='-webkit-tap-highlight-color: transparent;outline: 0px;'></p><p style='-webkit-tap-highlight-color: transparent; outline: 0px;'>虞晓芬认为，可推广在售楼部现场和产权证上同时标注建筑面积、公摊面积、套内面积的做法，解决公摊“糊涂账”问题；各地结合自己特点可探索在商品房销售合同中同时明确按建筑面积计价的价格和按套内面积计价的价格。</p><p style='-webkit-tap-highlight-color: transparent;
