0);'>尤其是不遵守交通信号、不按车道行驶、逆向行驶、不服从交警指挥、非法接送学生及非法营运等</span>交通违法行为日益突出，给交通管理工作带来严峻挑战。</span></p><p><br></p><p style='text-align:left;line-height: 2em;'><span style='color: #c00000;'><strong><span style='font-size: 15px;'>一是驾驶人缺乏交通安全意识，交通事故频发。</span></strong></span></p><p style='text-align:left;line-height: 2em;'><span style='font-size: 15px;'>由于老年代步车无需上牌，即买即用，老年代步车的驾驶人也不用接受交通法规的学习和培训，不用经过驾驶证考试就可以上路行驶，造成驾驶人交通安全意识淡薄，极易导致交通事故。</span></p><p><br></p><p style='text-align:left;line-height: 2em;'><strong><span style='font-size: 15px;color: #c00000;'>二是扰乱正常交通秩序，影响城市道路安全。</span></strong></p><p style='text-align:left;line-height: 2em;'><span style='font-size: 15px;'>老年代步车违反交通信号、不按规定车道行驶、随意调头等各类交通违法现象经常发生，由此引发的交通事故频发，严重影响了道路交通秩序，造成了极大的安全隐患。</span></p><p><br></p><p style='text-align:left;line-height: 2em;'><strong><span style='font-size: 15px;color: #c00000;'>三是抢占道路资源，降低通行能力。</span></strong></p><p style='text-align:left;line-height: 2em;'><span style='font-size: 15px;'>随着渭南市机动车保有量的增加，城区道路资源日趋紧张，在一些车流量比较大路段和时段，老年代步车车辆随意停放、违法载客现象严重，已经成为造成交通拥堵的重要原因之一，严重干扰了正常的道路交通秩序，大大降低了道路的通行能力。</span></p><p><br></p><p style='text-align:left;line-height: 2em;'><strong><span style='font-size: 15px;color: #c00000;'>四是老年代步车登记制度不完善，事故处理难度大。</span></strong></p><p style='text-align:left;line-height: 2em;'><span style='font-size: 15px;'>由于老年代步车没有建档登记注册，无牌、无保险上路行驶，一旦发生交通事故逃逸则难以侦破，对于发生交通事故造成人员伤亡或财产损失的，大多无力赔偿，增加了交通事故的处理难度。</span></p><p><br></p><p style='text-align:left;line-height: 2em;'><span style='font-size: 15px;'>目前，渭南城区老年代步车交通违法行为给城市交通秩序管理带来的问题日益突出，严重影响了城市交通环境和城市形象。</span></p><p><br></p><section style='text-align: left;line-height: 2em;'><span style='font-size: 既然允许生产就应该允许销售，应该对驾驶人及车辆进行类似于汽车驾驶证的规范性管理，对于取得合法手续的车辆级人员应该允许上路

我看见就躲的远远的～在些在路上就是爷～想咋走就咋走～红绿灯对这些车基本都是摆设～
这个问题已经出现了很多年了！既然这次要去管理！那么希望有关部门不要以罚代管！确实做出相关的管理方案！
而且这事情也是我国大部分城市都存在的！能有比较切合实际的管理办法和管理方案！那么就有希望全国推广的！

早都应该管理了～胡乱停放～随意调头～没有交通意识～去年我的车就让老年车撞了一下～还不讲道理～说是我把他撞了～要我赔他的损失～交警来处理～是他的全责～他说没钱赔～要了就是这辆车～我看老者年龄大了～也不忍心～就让他走了～真是没办法。
