font-family: 微软雅黑, "Microsoft YaHei", Arial, sans-serif; box-sizing: border-box !important; overflow-wrap: break-word !important; outline: none 0px !important;"><section data-role="paragraph" style="max-width: 100%;max-inline-size: 100%;border-width: 0px;border-style: none;border-color: initial;z-index: 0;min-width: 90px;box-sizing: border-box !important;overflow-wrap: break-word !important;outline: none 0px !important;"><section style="margin-top: 10px;padding: 5px;max-width: 100%;box-sizing: border-box;border-width: 3px;border-style: solid;border-color: rgb(0, 0, 0);overflow-wrap: break-word !important;"><section style="padding: 16px;max-width: 100%;box-sizing: border-box;border-width: 1px;border-style: solid;border-color: rgb(0, 0, 0);line-height: 1.4;overflow-wrap: break-word !important;"><section>见证②：陕西“撤县设区”发展</section></section></section></section></section> 自今年6月起，共有四川成都、山东烟台、河北邢台、安徽芜湖、贵州六盘水等五座城市，有七个地区实现“撤县设区”。 实际上，自2014年以来陕西省共有六个地区实现了“撤县设区”，它们分别是：西安市高陵区、鄠邑区；榆林市横山区；延安安塞区；渭南市华州区；汉中市南郑区。 撤县设区，不是行政区划简单变化，是一个地区经济发展到一定程度的必然结果。撤县设区，最主要目的是为了提高城市化水平，促进经济发展。 在“撤县设区”之前，“县”与市府关系不同，县财权相对独立。“撤县设区”后，将纳入市的全面统筹管理范围，体现城乡一体化的发展方向，也为城镇化发展提供更大空间。 成都与温江之路值得西安借鉴◎NEWS 这方面，因温江而强大的成都，更值得西安借鉴。前前后后，温江地区共计有14个县并入到成都，但归属至今的也有12个县。 1983年前夕温江地区，下辖有温江县、郫县、灌县、彭县、新都、什邡、广汉、新津、崇庆、邛崃、蒲江、大邑12县。在1977年，原本属于温江的金堂、双流已被并入成都。再后来，1983年温江地区的什邡和广汉被划入德阳市。 温江地区彻底并入成都市后，制约经济发展许多障碍得到消除，提升新设区和中心城市发展速度。 温江县在撤县改区的第一年，第二产业增加值比上一年增加了25．8%，极大促进了其工业化进程，GDP增长19%，财政收入增长28%。 原新都县的行政建制设置格局，将成都市青白江区与市中心隔离；撤县设区后，成都市区连成一个整体。成都三环路、成都市绕城高速公路、成彭路、成青路穿越新都，成都市经济和市政设施正迅速向新都及外围扩展。 吉利汽车、地铁15号线均挺进高陵◎NEWS 「百度百科」，有一组关于高陵区数据： “2012年，西安市给雁塔区城建投资是8.9亿，而给高陵县只有30万。为什么？因为县属于相对独立的经济区域，城建资金按要求大多数需要自筹解决。”目前来看，吉利汽车落户高陵境内，地铁15号线也北跨至高陵。 县改区后，一方面，消除了制度方面的障碍，使中心城市的区域经济发展空间增大。 另一方面，两地土地价值升高，土地置换更加顺利，有利于产业结构布局的调整，进而促进城市经济的可持续发展，使城市功能组织可以在更大的区域范围内展开。 目前，西安市蓝田县和周至县都相继提出“撤县设区”的申请。<section style="max-width: 100%; 支持您的观点。不好好发展实体经济，一天净搞些没名堂的事情，狗剩改名冯斯特洛夫斯基其实还是狗剩换汤不换药。改名以后，户口本身份证各种公职机关的门头牌匾印章全部都要更换，社会成本高付出的代价太大了。
