style="line-height: 2em;"><span style="font-size: 15px;">为全面做好常态化疫情防控下秋季开学工作，切实保障师生生命安全和身体健康，根据《陕西省应对新型冠状病毒感染肺炎疫情工作领导小组办公室关于进一步强化疫情防控重点措施的通知》（陕肺炎办发〔2020〕121号）《陕西省教育系统新型冠状病毒肺炎疫情防控工作领导小组关于进一步做好2020年暑期及秋季开学期间疫情防控工作的通知》（陕教疫控组发〔2020〕62号）《渭南市应对新型冠状病毒肺炎疫情工作领导小组办公室关于做好常态化疫情防控下中小学生校外托管场所监督管理工作的通知》（渭应疫领办发〔2020〕203号）等有关文件会议要求，结合我区教育系统疫情防控工作实际，现就秋季开学有关工作通知如下：</span></p><p style="line-height: 2em;"><br></p><p style="line-height: 2em;"><strong><span style="font-size: 15px;color: #c00000;">一、严格落实师生健康监测和排查</span></strong></p><p style="line-height: 2em;"><br></p><p style="line-height: 2em;"><strong><span style="font-size: 15px;">1.加强健康监测。</span></strong></p><p style="line-height: 2em;"><span style="font-size: 15px;">各校要严格落实“学安APP”每日健康打卡，确保全体师生开学前连续14天每天按时打卡，并生成健康绿码，顺利返校。具有临渭区学籍的新高一、初一、小一学生，继续由原学段原班级开展“学安APP”每日健康打卡，确保秋季升后学生能顺利申码用码，安全返校。</span></p><p style="line-height: 2em;"><br></p><p style="line-height: 2em;"><strong><span style="font-size: 15px;">2.加强人员排查。</span></strong></p><p style="line-height: 2em;"><span style="font-size: 15px;">各校要在开学前严格排查全体学生的每日健康打卡绿码生成情况，坚决杜绝红码、黄码及未生成码的师生进入校园。</span></p><p style="line-height: 2em;"><br></p><section style="line-height: 2em;"><span style="font-size: 15px;">各校严格审查国外、中高风险地区、省外、省内市外返校师生和转学生的入学条件。<span style="background-color: rgb(255, 255, 0);">国内大连、新疆等中高风险地区来校返校的师生和外转学生返校时，一律进行医学观察14天和至少一次核酸检测</span>，</span><span style="font-size: 15px;color: rgb(171, 25, 66);">隔离期满且检测结果为阴性者，须持集中隔离和检测证明方可返校</span><span style="font-size: 15px;">；<span style="background-color: rgb(255, 255, 0);">国内省外低风险地区来校返校师生和外转学生返校时，一律进行居家隔离14天和一次核酸检测</span>，</span><span style="font-size: 15px;color: rgb(171, 25, 66);">隔离期满且检测结果为阴性者，须持社区和检测证明方可返校</span><span style="font-size: 15px;">；</span><span style="font-size: 15px;color: rgb(0, 82, 255);">省内区外来校返校师生和外转学生，须持陕西健康码或所在县市健康码（绿码）来校返校</span><span style="font-size: 15px;">；国际师生和暑期有国外旅居史的师生不得直接来校返校。</span></section><p style="line-height: 2em;"><br></p><section style="line-height: 2em;"><strong><span style="font-size: 15px;color: #c00000;">3.加强返校审查。</span></strong></section><section style="line-height: 2em;"><span style="font-size: 15px;">各校要在开学时逐一审查返校师生的返校条件，严格落实“一查二看三测四登记五放行”的门禁管理制度。要进一步完善突发疫情处置预案，开展应急处置模拟演练，一旦发现突发疫情，及时隔离、及时报告、及时处置。同时，各校要在错时错峰返校的基础上，创造性的解决好校园重要区域、重点时段师生聚集扎堆等问题，确保进入校园的师生身体健康，杜绝疫情在校园传播或蔓延。</span></section><p style="line-height: 2em;"><br></p><p style="line-height: 2em;"><strong><span style="font-size: 15px;color: #c00000;">二、严格做好校园卫生清洁和消杀</span></strong></p><p style="line-height: 2em;"><strong><span style="font-size: 15px;color: #c00000;"><br></span></strong></p><p style="line-height: 2em;"><strong><span style="font-size: 15px;">1.集中开展校园及周边卫生清洁消杀行动。</span></strong></p><p style="line-height: 2em;"><span style="font-size: 15px;">各校要在秋季学期正式开学前，组织专人对校园及周边环境卫生进行彻底清洁和消杀，特别要加强校门内外、教室、图书室、实验室、办公室、医务室、体育器材室、食堂、宿舍、卫生间、垃圾池等区域的卫生清洁和消杀，做好病媒生物防制，提升校园环境卫生品质。</span></p><p style="line-height: 2em;"><br></p><p style="line-height: 2em;"><strong><span style="font-size: 15px;">2.常态化开展校园重要区域卫生清洁消杀。</span></strong></p><p style="line-height: 2em;"><span style="font-size: 15px;">各校要安排专人，学生返校后每天对教室、宿舍、食堂、卫生间、电梯等重要区域进行卫生清洁和消杀。要提前做好生活用水、自备井的水质检测和更新，严格做好学校超市过期或霉变食品的下架和清除，引导师生养成“勤通风、常消毒、吃熟食”的良好习惯，严格执行餐具消毒时间及程序，专人负责，详细记录，坚决切断疫情传播的各种渠道，确保师生舌尖上的安全。</span></p><p style="line-height: 2em;"><br></p><p style="line-height: 2em;"><strong><span style="font-size: 15px;">3.针对性开展校园重要时段卫生清洁消杀。</span></strong></p><p style="line-height: 2em;"><span style="font-size: 15px;">各校要按照“定岗、定责、定人、定时、定位”的原则，安排专人针对性做好学生上放学时段的校门口、课间休息后的卫生间、用餐后的食堂、晚眠后的宿舍等重要区域环境卫生的清洁、消杀和通风。特别要做好出现发烧、咳嗽、呕吐等疑似新冠症状学生接触物的消杀，及时、规范、彻底消除一切不安全因素，确保校园安全和师生健康。</span></p><p style="line-height: 2em;"><br></p><p style="line-height: 2em;"><strong><span style="font-size: 15px;color: #c00000;">三、严格保障秋季开学安全和有序</span></strong></p><p style="line-height: 2em;"><strong><span style="font-size: 15px;color: #c00000;"><br></span></strong></p><p style="line-height: 2em;"><strong><span style="font-size: 15px;">1.做好师生健康管理。</span></strong></p><p style="line-height: 2em;"><span style="font-size: 15px;">各校要充分认识当前疫情防控工作的严峻性和复杂性，安排专人负责，准确摸排学生近期健康状况，建立排查台账，做到底数清、情况明、管控准；特别对于国外、中高风险地区、省外返回师生和外转学生要建立个人监测档案，对于因病请假不能及时返校的学生，要建立病因追踪管理台账，动态管理，掌握信息，确保全体师生安全健康。</span></p><p style="line-height: 2em;"><br></p><p style="line-height: 2em;"><strong><span style="font-size: 15px;">2.做足开学各项准备。</span></strong></p><p style="line-height: 2em;"><span style="font-size: 15px;">各校要严格按照疫情防控工作要求，备足备齐“三室一区”防疫物资储备，校门口的体温排查设施设备、通道、清单等都要到位,在校门通道口、教室、宿舍、食堂、厕所等场所放置消毒垫，及时补充消毒液,必要位置设置充足的洗手池。定人定时做好教室、宿舍、餐厅、楼梯等师生活动场所通风、消毒、灭菌、保洁和通风。</span></p><p style="line-height: 2em;"><br></p><p style="line-height: 2em;"><strong><span style="font-size: 15px;">3.做到协调保障到位。</span></strong></p><p style="line-height: 2em;"><span style="font-size: 15px;">各校要积极联系辖区卫生院、社区服务站等医疗机构，指导教职工做好学生返校时的身体健康监测和排查，协助做好应急处置工作；要主动邀请公安、交警维护治安秩序、交通秩序，落实校车安全管理，为师生提供安全保障；要主动联系综合执法大队、辖区派出所、食品药品监督管理所等部门，深入开展校园和周边环境综合治理，确保师生来校、返校、在校安全有序，共同保障全区校园安全稳定。</span></p><p
