15px;'>2020年秋季学校已有序开学，为切实加强学校食堂（含托幼机构，下同）及校园周边食品安全监管工作，确保广大师生饮食安全，区市场监管局联合区教育局决定在全区范围内开展秋季学校食品安全“希望行动”。现将有关事项通知如下：</span></section><section style='line-height: 2em;'><br></section><section style='line-height: 2em;'><span style='color: rgb(217, 33, 66);font-size: 15px;'><strong>一、目标任务</strong></span></section><section style='line-height: 2em;'><span style='font-size: 15px;'>按照学校食品安全工作和防疫工作要求，通过对学校食堂食品安全隐患的排查，<span style='color: rgb(0, 82, 255);'>对校园周边食品经营单位的整治，严厉打击校园及周边食品安全违法违规行为</span>，不断提高校园食品安全管理水平，净化校园周边食品安全环境，确保广大师生饮食安全。</span></section><section style='line-height: 2em;'><br></section><section style='line-height: 2em;'><span style='font-size: 15px;'><strong><span style='color: rgb(217, 33, 66);'>二、工作重点</span></strong></span></section><section style='line-height: 2em;'><span style='font-size: 15px;'><strong>（一）开展食品安全和防疫知识培训。</strong></span></section><section style='line-height: 2em;'><span style='font-size: 15px;'>各镇人民政府，各街道食药监所组织辖区学校食堂从业人员进行食品安全及防疫知识培训。要求学校必须做到食品安全和防疫两手抓、两落实，做好疫情防控期间的防控措施，明确各个环节防控要求和责任分工，做好操作场所、就餐场所、库房等环境的消杀工作。学生就餐要分时、错峰就餐，避免人群密集；进入食堂人员要带好口罩，先洗手，后取餐，就餐时保持适当距离，持续实行配餐制度。</span></section><section style='line-height: 2em;'><br></section><section style='line-height: 2em;'><strong><span style='font-size: 15px;'>（二）全面排查学校食堂食品安全隐患。</span></strong></section><section style='line-height: 2em;'><span style='font-size: 15px;'>在学校自查的基础上重点排查食堂布局流程、设施设备、人员管理、加工制作、食品储存、清洗消毒、餐厨废弃物等环节的安全隐患，确保不发生系统性、区域性食品安全事件。</span></section><section style='line-height: 2em;'><br></section><section style='line-height: 2em;'><strong><span style='font-size: 15px;'>（二）全面整治校园周边食品安全秩序。</span></strong></section><section style='line-height: 2em;'><span style='font-size: 15px;'>以校园及其周边200米范围为重点区域，以主要面向学生经营的小商店、小超市、小摊贩、校外托餐机构等为重点场所，以过期食品、腐败变质食品、劣质食品、“两超一非”（超范围、超限量使用食品添加剂和非法添加非食用物质）食品、标签标识不规范食品为重点，加大监督检查力度。</span></section><section style='line-height: 2em;'><br></section><section style='line-height: 2em;'><strong><span style='font-size: 15px;'>（三）依法严查各类违法违规行为。</span></strong></section><section style='line-height: 2em;'><span style='font-size: 15px;'>按照“最严厉的处罚”要求，重点查处食堂无证经营行为；严格防范不合格食品及原料进入学校食堂；严厉打击“违禁超限”、违法添加等违法行为。</span></section><section style='line-height: 2em;'><br></section><section style='line-height: 2em;'><span style='font-size: 15px;'><strong><span style='color: rgb(217, 33, 66);'>三、时间步骤安排</span></strong></span></section><section style='line-height: 2em;'><span style='font-size: 15px;'>（一）时间安排</span></section><section style='line-height: 2em;'><span style='font-size: 15px;'>（二）方法步骤</span></section><section style='line-height: 2em;'><span style='font-size: 15px;'>本次行动由各中心校通知辖区内学校开展自查自纠，排除安全隐患，营造良好的整治氛围。各中心校对辖区学校进行监督检查，对照检查表全面排查，确保辖区学校饮食安全。各镇人民政府、各街道食药监所对辖区内所有学校食堂及校园周边食品安全开展监督检查，并认真填写汇总《学校食堂食品安全希望行动检查表》，对检查中发现的违法违规行为依法进行查处。</span></section><section style='line-height: 2em;'><br></section><section style='line-height: 2em;'><span style='font-size: 15px;'>（三）总结提高</span></section><section style='line-height: 2em;'><span style='font-size: 15px;'>行动结束后，各镇人民政府、各街道食药监所要对此次行动进行总结，完善各类资料和法律文书，召开学校校长及相关负责人会议通报专项整治情况。</span></section><section style='line-height: 2em;'><section style='font-size: 16px;line-height: style='line-height: 2em;'><strong><span style='font-size: 15px;'>（一）高度重视，认真落实。</span></strong></section><section style='line-height: 2em;'><span style='font-size: 15px;'>各镇人民政府，各街道食药监所、综合执法大队要高度重视、认真落实此次行动，切实强化责任，认真组织，集中力量，做到人员、责任、监管工作到位，确保工作取得实效。各学校要积极配合，做好自查和问题整改，提高食品安全保障能力。</span></section><section style='line-height: 2em;'><br></section><section style='line-height: 2em;'><strong><span style='font-size: 15px;'>（二）加大力度，依法查处。</span></strong></section><section style='line-height: 2em;'><span style='font-size: 15px;'>对于检查中发现学校食堂及校园周边食品经营企业有违反《食品安全法》及有关法规的行为，各街镇食药监所要严格按照《食品安全法》《食品经营许可管理办法》《学校食品安全与营养健康管理规定》等法律法规的规定，责令限期整改，对拒不整改的或情节严重的案件要依法处罚；涉嫌犯罪的，及时移送司法机关。</span></section><section style='line-height: 2em;'><br></section><section style='line-height: 2em;'><strong><span style='font-size: 15px;'>（三）认真总结，及时报送。</span></strong></section><section style='line-height: 2em;'><span style='font-size: 15px;'>各街镇食药监所要对此次行动进行总结，完善各类资料和法律文书，务必将秋季学校食品安全“希望行动”工作总结及统计表,于9月14日12：00前以电子版的形式报区市场监管局食品经营监管股。</span></section><section style='line-height: 2em;'><br></section><section style='line-height:
