background-color: rgb(255, 229, 234); border-radius: 8px;'><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'><strong>一、缴费对象</strong></section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'>凡具有我县户籍或取得我县居住证的城乡居民(含持居住证在我县居住的香港澳门台湾地区居民)，在户籍或居住证所在地参加城乡居民基本医疗保险。</section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'>参保人只能选择参加政府开展的一种类型基本医保，禁止重复参保重复享受待遇。</section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'><strong>二、缴费标准</strong></section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'>2021年度城乡居民基本医疗保险筹资标准为830元，其中:财政补助每人每年550元，个人参保缴费标准每人每年280元。</section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'><span style='color: rgb(0, 122, 170);'>（一）贫困人口</span></section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'>特困供养人员(包括农村“五保户”、城市“三无人员”、孤儿、事实无人抚养儿童等)的个人缴费部分由医疗救助资金给予全额资助，个人不缴费。</section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'>建档立卡贫困人口、最低生活保障对象的参保个人缴费由财政资金或医疗救助资金给予定额资助，个人先按照每人每年280元的标准全额缴费，再由县级财政部门按照属地管理原则，将资助部分于2021年3月底前通过惠民补贴“一卡通”支付给本人。</section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'><span style='color: rgb(0, 122, 170);'>（二）其他人群</span></section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'>退役士兵2021年6月30日前参保缴费的，按照每人每年280元的参保个人缴费标准缴费; 2021年7月1日后参保缴费的，按照每人每年830元的参保筹资标准缴费。</section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'>应届外省回我县大学生、刑满释放人员、失联人员等其他群体参保缴费参照退役士兵参保缴费要求和标准执行。</section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'><strong>三、缴费期限</strong></section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'>2021年度全县城乡居民参保个人集中缴费时间为2020年9月1日至12月31日，医保待遇享受期为2021年1月1日至12月31日。</section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'><span style='color: rgb(0, 122, 170);'>（一）新生儿</span></section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'>1、当年出生新生儿参保不缴费，次年以自然人身份参保缴费。2021 年1月1日起当年出生的新生儿，自出生日起90天内须在本人户籍地或居住地医保部门或社区医保经办机构办理参保登记手续，可从出生之日起享受参保登记地城乡居民基本医疗保险待遇。出生90日以后参保登记的，自办理参保登记手续的次月起享受待遇。</section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'>2、2020年12月31日前出生的新生儿，以自然人身份参保缴费时间可延长至2021年3月31日。</section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'><span style='color: rgb(0, 122, 170);'>（二）大学生</span></section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'>1、2020年在我县城乡居民基本医疗保险统筹区内大中院校的新入学大学生以学籍为依据，以学校(校区)为单位，统一参加学校所在地2021年度城乡居民医疗保险，自缴费完成之日起享受医保待遇。</section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'>2、2020年度全县应届毕业的参保大学生，在白水县的医保待遇享受期延续到2020年12月31日。毕业后参加职工医疗保险成迁出白水县迁入外省市的，按相关规定办理。</section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'><span style='color: rgb(0, 122, 170);'>(三)其他</span></section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'>不在集中缴费期参保缴费的需参加城乡居民医保的各类人员按规定标准缴费并完成参保登记的，其待遇享受期自缴费之日的次月起。</section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'><strong>四、贫困人口身份认定</strong></section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'>1.特困供养人员(含孤儿、事实无人抚养儿童等困境儿童)及最低生活保障对象以县民政局认定为准，建档立卡贫困人口以县扶贫办认定为准，认定时间以2020年8月31日 前各部门认定结果为准。</section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'>2.特团供养人员(含孤儿.事实无人抚养儿童等困境儿童)、最低生活保障对象等各类享受资助参保人员，由各相关认定部门提供资助人员身份信息报县税务、财政、医保部门核实核准，以医保部门认定为最终结果。</section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'><strong>五、缴费确认</strong></section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'><span style='color: rgb(0, 122, 170);'>(一)一般人员</span></section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'>1.参保人员须到户籍地或居住地，按照在拟参保地税务部门选定的参保缴费地和缴费方式及时足额缴纳。参保个人可通过税务部门公布的方式查询缴费情况，确定参保缴费成功。</section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'>2.参保人选择的参保地必须至少与户籍地或居住证地中一项相同，方可完成参保缴费申报。</section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'><span style='color: rgb(0, 122, 170);'>(二)新增人员</span></section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'>税务部门无信息的新增拟参保人员，须持本人有效证件到白水县行政服务中心医保局窗口进行人员信息登记，待参保状态确认后，将新增人员信息包括姓名、身份证号码、镇(办)、村组(社区)传递给税务部门录入后，缴费人方可通过税务部门提供的缴费渠道自行缴费。</section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'><span style='color: rgb(0, 122, 170);'>(三)重复缴费</span></section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'>缴费人已经参加城镇职工基本医疗保险、或已经以大学生身份参保后，又缴纳了城乡居民医疗保险费的属于重复参保。重复缴费人员不能重复享受医保待遇。重复缴费的由缴费人提出申请并办理城乡居民医保退费。非因本人原因出现错缴异地的参保人员，由原缴费地负责办理退费、拟参保地重新缴费的方式办理，待遇享受期从首次缴费时间起算。错缴异地人员的退费申请，可由缴费人向原缴费地税务部门提出申请，拟缴费地税务部门与原缴费地税务部门传递退费资料，经原缴费地医保部门终审通过后，原缴费地医保部门完成退费工作。</section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'><span style='color: rgb(0, 122, 170);'>(四)跨年度结算</span></section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'>统筹区内连续参保的城乡居民住院跨年度医保结算，统一以参保患者出院时间当年度结算政策办理。跨年度跨统筹区参保住院患者，按自然年度所属不同参保统筹区域结算政策分别结算。</section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'><span style='color: rgb(0, 122, 170);'>(五)其他</span></section><section style='line-height: 2em;margin-bottom: 10px;text-indent: 2em;'>参保人成功缴费后进入待遇期的不再予以退费，当年参加城乡居民医保人员，发生应征入伍、 参加职工医保、服刑人员、死亡等情况，城乡居民参保身份自动丧失，原参保缴费不予退还。</section></section></section><section style='margin-top: -40px;
