font-family: Arial, sans-serif;">为进一步加强我市大气污染防治工作，减少机动车尾气对我市空气质量的影响，保障人民群众身体健康，根据《陕西省实施〈中华人民共和国道路交通安全法〉办法》《陕西省大气污染防治条例》《陕西省高排放机动车污染治理攻坚实施方案》及省、市关于冬防期大气防治部署要求，市公安局、市交通运输局、市生态环境局联合下发了《渭南主城区冬防期过境大中型货车及低速载货汽车分流绕行的通告》（渭公办发〔2020〕122号，以下简称《通告》），决定在冬防期间对渭南主城区过境大中型货车及低速载货汽车实施限行管理措施。为确保交通分流工作顺利实施，现就有关事项通知如下：<br style="font-size: 14px; font-family: Arial, sans-serif;"><br style="font-size: 14px; font-family: Arial, sans-serif;"><strong><span style="color: rgb(255, 0, 0);">一、限行时间和区域</span></strong><br style="font-size: 14px; font-family: Arial, sans-serif;">按照《通告》要求，此次限行分流管控工作从<span style="background-color: rgb(255, 255, 0);">2020年11月15日至2021年3月15日</span>。具体区域为：<br style="font-size: 14px; font-family: Arial, sans-serif;">1、连霍高速渭南西至渭南东收费站区间高速路段（原旧高速公路）禁止过境大中型货车和低速载货汽车通行。<br style="font-size: 14px; font-family: Arial, sans-serif;">2、连霍高速渭南西收费站禁止大中型货车和低速载货汽车出入。<br style="font-size: 14px; font-family: Arial, sans-serif;">3、310国道、107省道渭南市区全段禁止过境大中型货车和低速载货汽车通行，具体为310国道临渭区老城东段三岔口至高新区新老310国道交汇处以及107省道与310国道丁字口至107省道韩马坡三叉口段。<br style="font-size: 14px; font-family: Arial, sans-serif;"><br style="font-size: 14px; font-family: Arial, sans-serif;"><span style="color: rgb(255, 0, 0);"><strong>二、绕行路线</strong></span><br style="font-size: 14px; font-family: Arial, sans-serif;">限行期间，所有经过上述路段行驶的大中型货车及低速载货汽车具体分流绕行线路如下：<br style="font-size: 14px; font-family: Arial, sans-serif;">1、原从潼关、华阴方向经310国道驶往西安、临潼方向的车辆，一律经连霍高速罗敷等收费站前往。<br style="font-size: 14px; font-family: Arial, sans-serif;">2、原从西安、临潼方向经310国道驶往潼关、华阴、蒲城、大荔方向的车辆，一律经连霍高速新丰收费站前往。<br style="font-size: 14px; font-family: Arial, sans-serif;">3、原从蓝田、商洛方向经107省道行经渭南城区段行驶的车辆，一律经渭蒲高速厚镇收费站前往。<br style="font-size: 14px; font-family: Arial, sans-serif;">4、原从阎良、蒲城、大荔方向经310国道、107省道、201省道渭南城区段行驶的车辆，一律驶入108国道经渭蒲高速渭南北收费站前往。<br style="font-size: 14px; font-family: Arial, sans-serif;">5、如遇恶劣天气、交通事故等突发事件导致高速公路封闭期间，或根据道路信息提示，310国道、107省道渭南城区过境段允许大中型货车和低速载货汽车暂时通行。<br style="font-size: 14px; font-family: Arial, sans-serif;"><br style="font-size: 14px; font-family: Arial, sans-serif;"><strong><span style="color: rgb(255, 0, 0);">三、分流措施</span></strong><br style="font-size: 14px; font-family: Arial, sans-serif;"></span><span style="font-size: 15px;color: rgb(0, 82, 255);"><strong>（一）临渭大队：</strong></span><span style="font-size: 15px;">在107省道田市三岔口、韩马坡三岔口，107省道与310国道丁字口，310国道老城三岔口等路段安排足够警力，设立提示标志，落实分流绕行措施，严禁大中型货车、低速载货汽车驶入310国道、107省道和主城区。<br style="font-size: 14px; font-family: Arial, sans-serif;"></span><span style="font-size: 15px;color: rgb(0, 82, 255);"><strong>（二）高新大队</strong>：</span><span style="font-size: 15px;">在新老310国道交叉口和310国道与通往零口收费的路口安排足够警力设立提示标志，落实分流绕行措施，禁止西安、临潼方向驶来的大中型货车、低速载货汽车驶入310国道和主城区；在渭清路与朝阳大街十字安排足够警力，设立提示标志，落实分流绕行措施，禁止大中型货车、低速载货汽车驶入连霍高速渭南西收费站和渭清路。<br style="font-size: 14px; font-family: Arial, sans-serif;"></span><span style="font-size: 15px;color: rgb(0, 82, 255);"><strong>（三）华州大队：</strong></span><span style="font-size: 15px;">在连霍高速引线与310国道交叉口安排足够警力，设置提示标志，落实分流绕行措施，引导大中型货车、低速载货汽车驶入连霍高速。<br style="font-size: 14px; font-family: Arial, sans-serif;"></span><span style="font-size: 15px;color: rgb(0, 82, 255);"><strong>（四）华阴大队：</strong></span><span style="font-size: 15px;">在310国道罗敷收费站设置设立提示标志，指挥引导过境大中型货车、低速载货汽车驶入连霍高速绕行。<br style="font-size: 14px; font-family: Arial, sans-serif;"></span><span style="font-size: 15px;color: rgb(0, 82, 255);"><strong>（五）高交大队：</strong></span><span style="font-size: 15px;">协调高速路政部门，加强对连霍高速渭南西至渭南东区间高速公路的管控，安排足够巡逻警力，设立提示标志，落实分流绕行措施，严格控制大中型货车、低速载货汽车按照《通告》要求行驶。<br style="font-size: 14px; font-family: Arial, sans-serif;"><br style="font-size: 14px; font-family: Arial, sans-serif;"><strong><span style="color: rgb(255, 0, 0);">四、关于渭南主城区冬防期货车分流管制规定：</span></strong><br style="font-size: 14px; font-family: Arial, sans-serif;">（一）<span style="background-color: rgb(255, 255, 0);">蓝牌货车不在分流限行管制范围内。</span><br style="font-size: 14px; font-family: Arial, sans-serif;">（二）<span style="color: rgb(0, 0, 0);"><strong>黄牌大中型货车</strong></span>，<span style="background-color: rgb(255, 255, 0);">户籍在临渭、高新、经开的陕E牌照（行驶证地址为准），暂时不受分流管制影响，也不需办理通行证，可在310城区段通行。</span><br style="font-size: 14px; font-family: Arial, sans-serif;">（三）过境货车能提供近5日，出入主城区提送货的货单，不受限制。<br style="font-size: 14px; font-family: Arial, sans-serif;">（四）<span style="background-color: rgb(255, 255, 0);">以上说的不受限制指的310国道城区段。</span>进入主城区的按照原来政策不变，必须办理通行证或临时通行证。<br style="font-size: 14px; font-family: Arial, sans-serif;"><br style="font-size: 14px; font-family: Arial, sans-serif;"><span style="color: rgb(255, 0, 0);"><strong>五、工作要求</strong></span><br style="font-size: 14px; font-family: Arial, sans-serif;"><strong>（一）严密组织实施。</strong></span></p><p style="line-height: 2em;"><span style="font-size: 15px;">各大队要提高认识，高度重视，把主城区过境货车分流绕行工作作为冬防期间交通安全管理的一项重要工作来抓，要成立城区大货车分流绕行领导组织机构，并制定详细工作方案，抽调专门的交警队伍，迅速动员部署，按照要求扎实开展工作。<br style="font-size: 14px; font-family: Arial, sans-serif;"><strong>（二）严肃执勤纪律。</strong></span></p><p style="line-height: 2em;"><span style="font-size: 15px;">各大队要认真落实交通限行分流各项措施，严密组织勤务安排部署，严格遵守执勤执法工作规定，各级领导要加大督导检查的力度和密度，对于责任心不强，落实限行分流措施不严或被上级通报批评的，要严格追究相关人员责任。<br style="font-size: 14px; font-family: Arial, sans-serif;"><strong>（三）严格路面管控。</strong></span></p><p style="line-height: 2em;"><span style="font-size: 15px;">各有关大队要及时启用电子监控设备，对闯禁令车辆的交通违法行为进行抓拍处罚。在对限行车辆实施严格管控，严禁驶入限行区域的同时，对于确需渭南主城区的涉及民生工程车辆要实行备案制，按照规定时间和路线安全有序行驶，其中渭清路与华山大街丁字至乐天大街十字为严禁区，对限行车辆要实施24小时管控。<br style="font-size: 14px; font-family: Arial, sans-serif;"><strong>（四）强化宣传引导。</strong></span></p><p style="line-height: 2em;"><span style="font-size: 15px;">支队和各大队宣传部门要积极利用各类媒体持续开展宣传工作，深入宣传限行通告和高排放机动车过境的危害、治理措施，最大限度地争取群众理解和支持。<br style="font-size: 14px;
