15px;">为进一步规范全区中小学生校服管理工作，严格贯彻落实教育部、工商总局、质检总局、国家标准委《关于进一步加强中小学生校服管理工作的意见》（教基一〔2015〕3号）和渭南市学生资助与后勤管理中心《关于做好学校后勤管理工作的意见》（渭助勤发〔2016〕8号）、渭南市教育局《关于做好中小学校服互联网管理平台应用工作的通知》（渭教发〔2020〕93号）精神，切实提升学校后勤管理水平，全力保障“品质教育，美好生活”高水平的实施，特制定本意见。</span></p><p><br></p><p style="line-height: 2em;"><strong><span style="font-size: 15px;color: #ff0000;">一、充分认识加强校服管理工作的意义</span></strong></p><p style="line-height: 2em;"><span style="font-size: 15px;">校服质量关系学生的健康成长，样式影响学生的形象和气质养成。优质、合体、美观、舒适的校服是培育校园文化的重要载体，是培养团队意识、传播平等精神的有益方式。各学校要高度重视校服管理规范工作，培养学生的集体主义观念和勤俭朴素作风，促进学生养成良好的日常行为习惯，强化校服采购全流程管理，确保工作规范实施。</span></p><p><br></p><p style="line-height: 2em;"><span style="color: #ff0000;"><strong><span style="font-size: 15px;">二、遵循校服采购的基本原则</span></strong></span></p><section style="line-height: 2em;"><span style="color: #548dd4;"><strong><span style="font-size: 15px;">1.家委会议定原则</span></strong></span></section><section style="line-height: 2em;"><span style="font-size: 15px;">学校应在深入论证和与家长委员会充分沟通的基础上确定是否选用校服，选用权在家委会。建立以学校和家长委员会为主体，学生代表、家长代表、社会代表等多方参与的校服选用组织，负责具体选用、采购工作。</span></section><section style="line-height: 2em;"><br></section><section style="line-height: 2em;"><span style="color: #548dd4;"><strong><span style="font-size: 15px;">2.自愿购买原则</span></strong></span></section><section style="line-height: 2em;"><span style="font-size: 15px;">校服选用必须坚持学生自愿原则。在征订采购校服工作前，学校应首先征求学生及家长的意见，发放《告家长书》，在征求大多数家长同意的前提下，方可组织开展校服征订和采购工作。允许学生按照所在学校校服款式、颜色，自行选购、制作校服。</span></section><section style="line-height: 2em;"><br></section><section style="line-height: 2em;"><span style="color: #548dd4;"><strong><span style="font-size: 15px;">3.款式和价格稳定原则</span></strong></span></section><section style="line-height: 2em;"><span style="font-size: 15px;">学校在选用校服时，校服样式设计要遵循学生成长规律，充分考虑学生体育运动与课间活动需要，突出育人功能，贴近地域文化特点，符合时代特征，具有学校特色。款式一经选用要保持相对稳定，减少家长重复支出，原则上不得更改。确需更改的，应从起始年级更改,校服价格要保持稳定。</span></section><section style="line-height: 2em;"><br></section><section style="line-height: 2em;"><span style="font-size: 15px;">学生校服制作，</span><span style="font-size: 15px;background-color: rgb(255, 251, 0);font-size: 15px;">小学生根据学生成长情况和当地经济水平状况每三年可选用一次，分别在一、四年级定制;初中生、高中生在新入学年级定制，使用时限为三年，期间不得再选用校服。</span></section><section style="line-height: 2em;"><br></section><section style="line-height: 2em;"><span style="color: #548dd4;"><strong><span style="font-size: 15px;">4.备案制原则</span></strong></span></section><section style="line-height: 2em;"><span style="font-size: 15px;">校服生产厂商必须在区教育局备案登记，凡未经备案许可的厂商，不得参与校服制作工作。</span></section><section style="line-height: 2em;"><br></section><section style="line-height: 2em;"><span style="font-size: 15px;">每年春季学期末，全区各中小学将下学年征订校服申请、计划报区教育局，凡未报送的学校，不得开展校服征订工作。学校应设立学生校服管理员，在校服征订前，必须将本次征订校服方案、家委会会议记录、选定的厂商资料等向区教育局备案。在校服征订采购过程中，将采购合同与检验报告向区教育局备案。</span></section><section style="line-height: 2em;"><br></section><section style="line-height: 2em;"><span style="color: #548dd4;"><strong><span style="font-size: 15px;">5.服务保障原则</span></strong></span></section><section style="line-height: 2em;"><span style="font-size: 15px;background-color: #ffff00;">对家庭贫困学生、革命烈士子女、孤儿、残疾儿童等，要采取多种措施无偿提供校服，减轻其家庭经济负担。</span><span style="font-size: 15px;">鼓励企业、事业单位、社会团体和个人等社会力量，公益捐助学校或学生校服，提供捐赠的校服应当符合国家校服生产标准，保证质量。</span></section><section style="line-height: 2em;"><br></section><section style="line-height: 2em;"><strong><span style="font-size: 15px;color: #ff0000;">三、严格执行国家标准</span></strong></section><section style="line-height: 2em;"><span style="font-size: 15px;">采购校服的各类学校在进行校服招标采购时，严格执行校服国家标准。生产厂商也要严格执行国家相关标准要求组织生产。校服安全与质量要符合GB18401《国家纺织产品基本安全技术规范》、GB31701《婴幼儿及儿童纺织产品安全技术规范》、GB/T31888《中小学生校服》等标准执行。校服质量应具备安全要求，具有安全反光条，并在采购合同中标明，严禁不按标准生产和采购校服的行为。</span></section><section style="line-height: 2em;"><br></section><section style="line-height: 2em;"><strong><span style="font-size: 15px;color: #ff0000;">四、加强校服采购管理</span></strong></section><section style="line-height: 2em;"><span style="font-size: 15px;">根据相关文件精神，从2021年春季学期起，全区中小学校服采购，统一使用“临渭区中小学校服互联网管理平台”（以下简称“平台”），实现家长和学生自主、便捷选购校服，规避在校服采购过程中存在的相关风险。</span></section><section style="line-height: 2em;"><br></section><section style="line-height: 2em;"><span style="font-size: 15px;">各学校在确定选用校服后，线下采用招标的方式由家委会选定一家质量保障能力强、售后服务水平好、社会信誉度高的校服生产厂商，为学校提供校服服务。家委会直接与校服厂商议定服装质量、款式、颜色、价格等。学校登录平台，提交学校、班级相关信息，完成开户。厂商进入平台必须经区教育局审核通过，方可开户。厂商平台开户后，上传既定校服款式至“商品库”与合作学校相互关联。学校审核商品信息无误后在平台发布订购公告，平台审核通过，订购开始。</span><span style="font-size: 15px;background-color: rgb(255, 251, 0);">学校通知学生家长下载APP，选择家长端注册账号，绑定学生所在学校并登录，线上选购校服。厂商完成校服配送且通过验收、处理完售后服务，发起请款，学校审核同意，厂商收款，校服采购结束。</span></section><section style="line-height: 2em;"><span style="font-size: 15px;background-color: rgb(255, 251, 0);"><br></span></section><section style="line-height: 2em;"><span style="font-size: 15px;">各校服采购学校要充分利用平台优势，加强校服采购公示，向学生和家长公示中标厂商、校服质量标准、采购流程、采购价格等，校服订购各环节相应材料要全部存档备查，主动接受社会监督。</span></section><p><br></p><p style="line-height: 2em;"><strong><span style="font-size: 15px;color: #ff0000;">五、强化校服质量检查</span></strong></p><p style="line-height: 2em;"><span style="font-size: 15px;">校服供应和验收应实行“明标识”制度。各采购学校征订的校服，要具备齐全的成衣合格标识，并有法定检验机构出具的本批次成衣质量检验合格报告。</span></p><p><br></p><p style="line-height: 2em;"><span style="font-size: 15px;">校服采购实行“双送检”制度，学校在接收校服时进行检查验收，查看本批次校服产品质量检验报告和质量标识。在校服生厂商送检的基础上，学校将一定数量校服送法定检验机构检验。检验费用不得向家长收取。每批次产品成衣在未取得质监部门出具的质量检验合格报告之前，学校不得发放给学生。</span></p><p><br></p><p style="line-height: 2em;"><strong><span style="font-size: 15px;color: #ff0000;">六、严格校服监管纪律</span></strong></p><p style="line-height: 2em;"><span style="font-size: 15px;">各级学校应严格落实渭南市临渭区教育局《关于进一步加强和规范中小学生校服管理工作的意见》，细化本校校服管理和统一着装要求，确保工作管理规范，稳妥实施。</span></p><p><br></p><p style="line-height: 2em;"><span style="font-size: 15px;">各级学校妥善处理学生家长的各类校服申诉，积极配合有关部门处理纠纷，对于校服生产厂商违约误时和产品存在质量问题的，学校应及时进行协调，做好退回、更换、赔偿等事宜，并将处理结果报区教育局。</span></p><p><br></p><p style="line-height: 2em;"><span style="font-size: 15px;">对不服从管理、家长反映校服质量不高、送检和抽检不合格以及违反本意见相关要求的厂商一经核实，列入临渭区校服生产厂商“黑名单”，该校服厂商两年内不得在我区从事校服制作。</span></p></section></section></section></section><p style="text-align: center;"><br></p><p style="text-align: 我们小时候就说是自愿，其实还不是那回事。但是校服人人必备我觉得这是应该的，只是大家吐槽的一直都是校服的质量与价格不匹配。现在能根据款式自己联系厂家订制，其实也是好事。
总算，看到给家长办了件好事了，必须点赞，
因为升旗，其他活动什么的必须穿，所以还得买，不过质量过关的话挺好，大家都一样穿，娃们穿校服动去吧。

我小学高中学校没有提供过校服，到了高中的时候才有校服，一套冬装，一套夏装
最好把鞋也统一了，小孩攀比穿鞋，太费钱了！
