无牌上路？渭南一地41辆环卫车仅4辆有牌，环卫中心：历史遗留问题
<div class="wx_rich_media_content" id="jsWxContainer"><p data-mpa-powered-by="yiban.io"><span style='font-size: 15px;'>扫地车、洒水车、垃圾清运车等环卫作业车辆，保障着城市的干净和卫生，使用频率很高。但澄城县环境卫生管理中心（以下简称澄城县环卫中心）</span><span style='font-size: 15px; color: rgb(0, 82, 255);'>共41辆环卫作业车，仅4辆有车牌，其余37辆常年无牌上路。</span><span style='font-size: 15px;'>对此，该中心称，这是历史遗留问题，计划逐年对无牌车辆进行淘汰。</span></p><p style='text-align: center;'><span class="wxart_image" wx-style='display:inline-block;width: 578px;height: 283px;'></span></p><p style='text-align: center;'><br></p><p style='line-height: 2em;'><span style='color: rgb(171, 25, 66);'><strong><font size="4">走访：路遇7辆环卫车 有的无牌有的印单位名</font></strong></span></p><p><br></p><p style='line-height: 2em;'><span style='font-size: 15px;'>4月27日，根据市民反映，记者在澄城县城走访，发现街上正在作业的环卫车均没有车牌。</span></p><p><br></p><p style='line-height: 2em;'><span style='font-size: 15px;'>当日下午3时许，在澄城县古徵街南段，一辆停在超车道上的冲洗车，正对道路中央的隔离护栏进行冲洗，引擎盖上印着“澄城市容”，但车辆前后均无车牌。</span></p><section style='line-height: 2em;'><br></section><section style='line-height: 2em;'><span style='font-size: 15px;'>随后，一辆道路清扫车沿着古徵街南段快速向西行驶，在左转车道上却直行，最终驶入幸福东路进行清扫作业。但这辆车的前后，也没有车牌。</span></section><section style='line-height: 2em;'><span style='font-size: 15px;'>在古徵街北段，一辆洒水车沿路自西向东进行洒水作业，车前印着“澄城县市容局”。</span></section><section style='line-height: 2em;'><br></section><section style='line-height: 2em;'><span style='font-size: 15px;'>在育才东路，一辆垃圾清运车正在装垃圾，车门和车身上都印着“澄城市容”，但车前保险杠和车尾均没有车牌。而育才西路上，也有一辆小型垃圾清运车在作业，这辆车也无车牌。</span></section><section style='line-height: 2em;'><br></section><section style='line-height: 2em;'><span style='font-size: 15px;'>另外，在澄城县城多条道路上，也有无车牌的环卫作业车。当日下午走访中，华商报记者共遇到7辆环卫车，均无车牌。</span></section><section style='line-height: 2em;'><br></section><section style='line-height: 2em;'><span style='font-size: 15px;'>有当地居民表示，这些环卫车无牌已多年，但作为上路行驶的机动车，应该按照规定办理车牌，否则出了交通事故或者有交通违法行为，可能出现逃逸后查找困难或无法处罚等情况。</span></section><p style='text-align: center;'><span class="wxart_image" wx-style='display:inline-block;width: 578px;height: 286px;'></span></p><p style='text-align: center;'><br></p><section style='line-height: 2em;'><strong><span style='color: rgb(171, 25, 66);'><font size="4">环卫中心：大多数均未办理牌照 计划逐年逐步淘汰</font></span></strong></section><section style='line-height: 2em;'><br></section><section style='line-height: 2em;'><span style='font-size: 15px;'>澄城县环卫中心负责该县城区的市容环境卫生及垃圾清运等工作。华商报记者从该部门了解到，这些车辆没有车牌的问题已多年。</span></section><section style='line-height: 2em;'><br></section><section style='line-height: 2em;'><span style='font-size: 15px;'>该中心清运队负责人表示，目前共有各类环卫作业车41辆，其中4辆按规定办理了车牌，其余37辆没有办理，未挂牌属于历史遗留问题。</span></section><section style='line-height: 2em;'><br></section><section style='line-height: 2em;'><span style='font-size: 15px;'>该负责人说，37辆没有车牌的环卫车，都是2016年以前采购的，因为种种原因新购置时没有申办车牌，2018年新购置的4辆环卫车按规定办理了车牌。</span></section><section style='line-height: 2em;'><br></section><section style='line-height: 2em;'><span style='font-size: 15px;'>“这些车的交强险和特种车综合商业保险都办理了，购置税有没有交我不清楚。”他说，按照规定，环卫作业车的使用年限是6至8年，目前都快到年限了。政府资金有限，近3年每年都打报告申请购置，但实际没有新购置车辆。</span></section><section style='line-height: 2em;'><span style='font-size: 15px;'>他还说，为申请车牌，该部门还曾与市交警部门沟通过，但也没能办理下来。下一步会逐年逐步淘汰这些无车牌的环卫车，新购置的会按规定办理车牌。</span></section><section style='line-height: 2em;'><br></section><section style='line-height: 2em;'><span style='font-size: 15px;'>另外，记者从澄城县公安局交警大队了解到，按照规定未悬挂车辆号牌的机动车，均应依法查处。此前，该部门也给环卫中心发过催办单，但因为超过办理时限，最终未能办成。</span></section><section style='line-height: 2em;'><br></section><section style='line-height: 2em;'><span style='font-size: 15px;'>《道路交通安全法》第八条规定，国家对机动车实行登记制度。机动车经公安机关交通管理部门登记后，方可上道路行驶。尚未登记的机动车，需要临时上道路行驶的，应当取得临时通行牌证。</span></section><section style='line-height: 2em;text-align: center;'><span style='font-size: 11px;'>（来源：华商报记者 杨托 郭乔娜）</span></section></div> 公务车辆{:qqemoji21:}{:qqemoji21:}早点处理就好 太离谱了！
