color: rgb(67, 67, 67); letter-spacing: 2px; text-align: left; transform: rotateZ(0deg);"><p style=""><font face="微软雅黑"><strong style="font-size: 15px;">一、指导思想</strong><br><span style="font-size: 15px;"> 以习近平新时代中国特色社会主义思想为指导，深入贯彻落实党的十九大精神，全面贯彻党的教育方针，认真落实全国教育大会精神，深化教育体制机制改革，聚焦人民群众关切的问题，创新管理方式和服务模式，统筹家长、社会资源共同参与、协商共治，积极稳妥地推进中小学生课后服务工作，促进学生德智体美劳全面发展，不断满足人民群众日益增长的美好生活需求，提高人民群众对教育的满意度。</span><br><strong style="font-size: 15px;">二、基本原则</strong><br><span style="font-size: 15px;">（一）学校主导。</span><br><span style="font-size: 15px;"> 各中小学结合师资、场地、设施设备等实际，主动承担责任，自主开展课后服务工作，充分发挥课后服务主渠道作用，尽可能满足学生需求。学校可根据需要，与青少年校外活动中心、综合实践基地、青少年宫共同开展课后服务工作。</span><br><span style="font-size: 15px;">（二）自愿选择。</span><br><span style="font-size: 15px;"> 中小学生是否参加课后服务，由学生和家长自愿选择。严禁以任何方式强制或变相强制学生参加，也不得拒绝有需求的学生参加课后服务。</span><strong style="font-size: 15px;">对于家长要求自主选择校外机构课后服务的，中小学校要主动提醒家长选择有资质、有保障的课后服务机构。</strong><br><span style="font-size: 15px;">（三）非营利性。</span><br><span style="font-size: 15px;"> 中小学课后服务收费属于服务性收费，</span><strong style="font-size: 15px;">应遵循“学生自愿、成本补偿、据实收取、及时结算、定期公布”的原则，</strong><span style="font-size: 15px;">由学校收取并根据实际支出列支。严禁以家委会或其他校外机构等名义进行收取。学校应将收取的中小学课后服务费专款专用，足额用于课后服务工作中，不得以任何理由截留、挪用、挤占资金。对贫困家庭学生参加课后服务免收相应费用。严禁以课后服务名义乱收费。</span><br><span style="font-size: 15px;">三、组织实施</span><br><span style="font-size: 15px;">（一）服务对象。</span><br><span style="font-size: 15px;"> 课后服务的对象为全区中小学生，</span><strong style="font-size: 15px;">优先保障小学低年级学生、贫困家庭学生、进城务工人员随迁子女、留守儿童、残疾儿童</strong><span style="font-size: 15px;">等群体的需求。</span><br><span style="font-size: 15px;">（二）服务时间。</span><br><span style="font-size: 15px;"> 课后服务时间为在校学习日（节假日除外）中午放学期间和下午放学后，</span><strong style="font-size: 15px;">结束时间原则上不早于18∶15。</strong><span style="font-size: 15px;">具体服务时间由各中心校会同学校结合实际情况确定。</span><br><span style="font-size: 15px;">（三）服务内容。</span><br><span style="font-size: 15px;"> 各中心校、学校根据实际情况，结合参加课后服务学生的特点，遵循教育规律和学生成长规律，积极提供丰富多彩的服务内容，帮助学生培养兴趣、发展特长、开拓视野、增强实践，促进学生全面发展。可提供的课后服务内容有：</span><br><strong style="font-size: 15px;">1.提供延时托管。</strong><br><span style="font-size: 15px;"> 学校安排专人照管学生在指定场所自主进行复习、作业、预习或课外阅读等，可进行学生作业个别答疑，对学有困难的学生加强帮扶，对学有余力的学生给予指导。严禁将课后服务变相为集体教学或集体补课。</span><br><strong style="font-size: 15px;">2.开展集体活动。</strong><br><span style="font-size: 15px;"> 学校根据办学特色和学生特点，组织学生参加有意义的集体活动，发展学生兴趣与爱好，增强学生体魄。</span><strong style="font-size: 15px;">可组织学生集体进行阅读交流、电影观赏、音乐欣赏、体育运动、劳动实践、娱乐游戏、拓展训练等活动，提升学生综合素质。</strong><span style="font-size: 15px;">可根据本校设施设备、师资条件，与青少年校外活动中心、综合实践基地、青少年宫的合作情况，组织丰富多样的社团活动、兴趣小组活动或综合实践活动供学生选择，培养学生兴趣特长。</span><br><strong style="font-size: 15px;">（四）服务人员。</strong><br><span style="font-size: 15px;"> 充分调动在职教职工参与课后服务工作的主动性和积极性，组建以在职教职工为主的课后服务工作队伍。对参与课后服务工作的在职教职工，将服务时间计入工作量，纳入绩效工资管理和教职工工作评价考核。创设良好政策环境，动员离退休教师、学生家长、社会专业人士、大学生志愿者和其他社会热心人士等志愿服务力量，统筹解决人员不足问题。对参与课后服务的志愿人员要严格把关并加强管理。</span><br><strong style="font-size: 15px;">（五）服务费用。</strong><br><span style="font-size: 15px;"> 严格按照《渭南市临渭区发展和改革局、渭南市临渭区教育局关于我区公办中小学课后服务收费有关事项的通知》（渭发改发〔2021〕247号）文件要求收取。</span><strong style="font-size: 15px;">渭南市中心城区中小学校2.8元/课时生,每天不超过两课时收费,即最高不超过5.6元/天生；农村中小学校2元/课时生,每天不超过两课时收费,即最高不超过4元/天生。</strong><span style="font-size: 15px;">课后服务收费原则上以一学期为固定周期，不得跨学期预收，学期末根据学生实际参加课时据实清算，多退少不补。</span><br><span style="font-size: 15px;">（六）审核程序。</span><br><span style="font-size: 15px;"> 要建立健全家长申请、班级审核、学校统一实施的工作机制。有课后服务需求的学生家长依照学校规定自愿提出申请并经审核同意后，与学校签订相关协议，统筹安排，统一组织。</span><br><span style="font-size: 15px;">四、保障措施</span><br><span style="font-size: 15px;">（一）加强组织领导。</span><br><span style="font-size: 15px;"> 各中心校要牵头成立领导小组，建立中心校监管、社会参与、家长支持的课后服务工作机制，制定实施方案，明确职责，落实责任。进一步强化担当、落实责任，牵头做好课后服务工作的管理和协调，统筹规划各类资源和需求，调动各方面积极性，努力形成课后服务工作合力，确保全区2021年秋季开学全面实施。</span><br><span style="font-size: 15px;">（二）加强规范管理。</span><br><span style="font-size: 15px;"> 各中小学校要建立健全工作机构，细化和明确课后服务管理制度、服务时间、服务内容、收费标准、安全事项等，并主动向社会公示。课后服务不得加重学生负担，严禁将课后服务变相成为集体教学或补课、考试等。要切实规范办学行为，严禁以开展课后服务为名，压缩教学计划或正常教学时间，严禁提前放学，严禁以课后服务名义开展营利性活动。要加强财务管理，学校应将收取的中小学课后服务费足额用于课后服务工作，不得以任何理由截留、挪用、挤占资金，确保专款专用。要严格执行中小学服务性收费公示制度，每学期末学校要向家长主动公示课后服务费的收支情况，接受学生、家长和社会的监督。各中心校要切实加强对中小学课后服务收费的监管，加大监督检查力度，防止学校擅自提高标准、变相收费、搭车收费、强制收费等不规范和乱收费行为，对违反规定的要严肃查处。</span><br><span style="font-size: 15px;">（三）加强安全管理。</span><br><span style="font-size: 15px;"> 各中心校要督促辖区各校完善安全管理制度。明确课后服务人员责任，加强对师生安全卫生意识教育，强化学生活动场所的应急救护、消防设施安全检查和门卫登记管理制度，制定并落实严格的考勤、监管、交接班制度和应急预案措施。各学校要加强与相关部门的协调配合，切实消除在交通、场地、消防、食品卫生、安全保卫等方面的隐患，确保师生人身安全，维护好学校和师生合法权益。学校要与学生家长签订安全协议，约定双方责任权利，家长与学校共同担负课后服务时段学生的监护责任。</span><br><span style="font-size: 15px;">（四）加强督导检查。</span><br><span style="font-size: 15px;"> 各中心校要加强课后服务工作监管，定期对学校开展监督检查，切实保障课后服务质量和学生安全。要将课后服务工作纳入教育督导范围，适时开展课后服务工作的检查和督查，确保中小学生课后服务工作持续有效开展。学校和家长委员会要加强对课后服务的监管，针对存在问题动态修订实施方案。</span><br><span style="font-size: 15px;">（五）加强宣传引导。</span><br><span style="font-size: 15px;"> 各中心校和中小学校要加强对课后服务工作的宣传，加强正面引导，及时总结课后服务的成功做法和先进经验，推动形成全社会关心、支持课后</span><font style="" size="2">服务工作的共识，营造良好的社会氛围。</font></font></p></section></section></section></section><section><section style="max-width: 100%;
