16px;">一是目前相关抚恤优待职能已由民政部门调整到退役军人事务部门，及时换发证件，能够更好更精准为残疾军人等对象服务。</span></p><p><span style="font-size: 16px;">二是近年来，印刷防伪技术有了很大发展，及时换发相关证件，强化防伪技术，提高证件质量，能够更好保障相关对象优待待遇落实及合法权益维护。</span></p><p><span style="font-size: 16px;">02</span></p><p><strong><span style="font-size: 16px;">新证为什么采用本式，而没有采用卡式？</span></strong><span style="font-size: 16px;"></span></p><p><span style="font-size: 16px;">一是与卡式证件相比，本式证件具有外观特征鲜明、易于辨识、美观大方等特点，更能体现荣誉激励和社会尊崇。</span></p><p><span style="font-size: 16px;">二是长期以来一直采用本式，本式证件已在社会上尤其是铁路、民航和公交、旅游等部门具有很高识别度，继续沿用利于有关部门和服务网点识别，保证交通、旅游等优待待遇落实。</span></p><p><span style="font-size: 16px;">三是本式证件具有抚恤关系转移等信息变更备注功能，相关变更情况可在证件变更栏中充分显示，更方便查看和掌握。</span></p><p><span style="font-size: 16px;">03</span></p><p><strong><span style="font-size: 16px;">为什么《残疾军人证》沿用了现有名称？</span></strong><span style="font-size: 16px;"></span></p><p><span style="font-size: 16px;">在2004年换证时，已将《革命伤残人员证》更改为《残疾军人证》，更改原因当时已专门发文（优安函〔2005〕32号）作了说明。</span></p><p><span style="font-size: 16px;">一是取消“革命”二字，使名称更符合时代特点和法言法语的要求。</span></p><p><span style="font-size: 16px;">二是将“伤残”改为“残疾”，主要是为了与《国防法》保持一致，《国防法》明确规定“国家和社会抚恤优待残疾军人，对残疾军人的生活和医疗给予特别保障。”</span></p><p><span style="font-size: 16px;">另外，军人致残既包括因伤致残，也包括因病致残，使用“伤残”无法涵盖病残情形。</span></p><p><span style="font-size: 16px;">04</span></p><p><strong><span style="font-size: 16px;">新证在哪些方面提高了质量？</span></strong><span style="font-size: 16px;"></span></p><p><span style="font-size: 16px;">一是证件封皮采用优质纸基充皮纸，封皮材料环保、可降解，不含对人体有害物质。</span></p><p><span style="font-size: 16px;">二是证件内页采用高安全防伪纸，不含荧光增白剂，具有明显防伪特征。</span></p><p><span style="font-size: 16px;">三是在印刷工艺上，采用了纽索底纹、彩虹印刷、双色套印等先进技术。</span></p><p><span style="font-size: 16px;">四是植入高频、超高频两种芯片，适应当前信息技术发展要求，为将来拓展应用留足空间。</span></p><p><span style="font-size: 16px;">05</span></p><p><strong><span style="font-size: 16px;">新证采用了哪些防伪技术？</span></strong><span style="font-size: 16px;"></span></p><p><span style="font-size: 16px;">主要采用了荧光纤维、固定水印、安全线防伪、团花设计、无色荧光图案、光变油墨、手绘图案等10余种纸张和印刷等防伪技术，可有效防止证件造假，更好维护服务对象合法权益。</span></p><p><span style="font-size: 16px;">06</span></p><p><strong><span style="font-size: 16px;">新证为什么取消了“残疾情况”记录栏目？</span></strong><span style="font-size: 16px;"></span></p><p><span style="font-size: 16px;">主要是为了更好地保护残疾人员的隐私权，更加人性化。另外，“残疾情况”已在残疾人员评残档案中详细记载，无需在证件上显示。</span></p><p><span style="font-size: 16px;">07</span></p><p><strong><span style="font-size: 16px;">证件换发时间等是如何规定的？</span></strong><span style="font-size: 16px;"></span></p><p><span style="font-size: 16px;">新证换发工作自2020年8月1日开始，至2021年7月31日结束。换证期间，新旧证件均有效。从2021年8月1日起，旧证作废。</span></p><p><span style="font-size: 16px;">为不影响残疾人员按规定享受交通、旅游等优待，本次换证采取以旧证换新证的方式进行。残疾人员持旧证和个人照片（4张2寸近期正面免冠白底彩色证件照片；人民警察须着制式常服）到县级人民政府退役军人事务部门申请换证，退役军人事务部门审核之后暂不收取旧证，待申请人领取新证时再将旧证收回。在异地工作、生活的残疾人员，应在残疾抚恤关系所在地换发证件。</span></p><p><span style="font-size: 16px;">08</span></p><p><strong><span style="font-size: 16px;">行动不便的残疾人员如何换证？</span></strong><span style="font-size: 16px;"></span></p><p><span style="font-size: 16px;">退役军人事务部下发的《关于换发〈残疾军人证〉等证件的通知》，明确要求各地退役军人事务部门要强化服务意识，改进工作作风，组织基层工作人员主动与服务对象联系对接，对行动不便的残疾人员要登门温馨服务，确保把好事办好。</span></p><p><span style="font-size: 16px;">09</span></p><p><strong><span style="font-size: 16px;">凭《残疾军人证》主要享受哪些社会优待？</span></strong><span style="font-size: 16px;"></span></p><p><span style="font-size: 16px;">《残疾军人证》作为残疾军人享受优待的有效凭证，在交通、旅游方面使用率较高，主要优待为：免费乘坐市内公共汽车、电车和轨道交通工具；乘坐境内运行的火车、轮船、长途公共汽车和民航班机享受减收正常票价50%的优惠；博物馆、纪念馆、美术馆等公共文化设施和实行政府定价或指导价管理的公园、展览馆、名胜古迹、景区，按规定减免门票。另外，残疾军人还可以按规定在本地医疗优待定点服务机构，以及在境内购买车（船）票或值机、安检、乘车（船、机）时享受优先服务。</span></p><p><span style="font-size: 16px;">伤残人民警察凭《伤残人民警察证》与残疾军人享受同样的优待。</span></p><p><span style="font-size: 16px;">10</span></p><p><strong><span style="font-size: 16px;">残疾军人退出现役后应何时转移残疾抚恤关系？</span></strong><span style="font-size: 16px;"></span></p><p><span style="font-size: 16px;">按照有关规定，残疾军人退役或者向政府移交，必须自军队办理了退役手续或者移交手续后60日内，向户籍迁入地的县级人民政府退役军人事务部门申请转入抚恤关系，转移关系按照相关政策规定执行。</span></p><p
