18px;'>渭南“一刻钟便民生活圈”方案</span></strong></span></p><p style='text-indent: 2em;'>目前，我市成功获批国家级一刻钟便民生活圈试点城市，为抢抓发展机遇，率先谋篇布局，着力在顶层设计、设施提升、主体培育等方面营造社区商业发展的良好环境，加快一刻钟便民生活圈试点城市建设工作，结合实际，制定如下实施方案。</p><p style='text-indent: 2em;'><strong>工 作 目 标</strong></p><p style='text-indent: 2em;'>到2022年底，在全市主城区创建6个一刻钟便民生活圈试点社区，打造业态齐备、服务便利、消费放心的社区商业服务体系，为全面试点探索模式、积累经验。到2025年末，全市共建设30个布局合理、功能完善、智慧便捷、服务优质、商居和谐的城市一刻钟便民生活圈，在改善服务基本民生、促进消费升级、畅通城市经济微循环方面发挥更大作用。试点区域居民满意度达到90%以上。</p><p style='text-indent: 2em;'><strong>实 施 步 骤</strong></p><p style='text-indent: 2em;'>（一）试点起步阶段（2021-2022年）。按照“边建设、边评价，先试点、后推广”的思路，稳步推进一刻钟便民生活圈建设工作。首批在中心城区临渭区选择乐天社区、三贤路社区、吾悦广场社区、光华社区、渭纺社区、财局社区6个不同类型的社区先行试点，通过补短板、树样板行动，优化商业布局、丰富商贸业态、完善服务功能，提升社区一刻钟便利化水平，打造全市一刻钟便民生活圈建设试点先行示范区。</p><p style='text-indent: 2em;'>（二）全面推广阶段（2023-2025年）。在前期试点的基础上，逐步将一刻钟便民生活圈建设范围扩展到华州、高新、经开，实现主城区全覆盖。2023年，临渭区新增3个、华州区新增2个、高新区新增2个、经开区新增1个；2024年，临渭区新增3个、华州区新增3个、高新区新增2个；2025年，临渭区新增3个、华州区新增3个、高新区新增2个，到“十四五”末，中心城市主城区共建成30个高标准的一刻钟便民生活圈，实现主城区社区一刻钟便民生活圈覆盖率达80%以上，不断满足市民对美好生活的向往和追求，助力社区消费和社区经济发展。</p><p style='text-indent: 2em;'><strong>主 要 任 务</strong></p><p style='text-indent: 2em;'>（一）摸排社区商业现状</p><p style='text-indent: 2em;'>1.临渭、华州、高新、经开全面开展社区商业建设情况摸排，摸清主城区新老社区商业网点、业态建设情况，根据社区商业发展成熟度进行规划分类。试点社区综合考虑周边商业发展基础、规划布局、人口结构、收入水平、消费习惯等情况，结合全市“十四五”发展规划以及城市改造计划，制定一刻钟便民生活圈建设方案。</p><p style='text-indent: 2em;'>（二）优化社区商业布局</p><p style='text-indent: 2em;'>2.严格落实国务院关于新建社区商业和综合服务设施面积占社区总建筑面积的比例不低于10%的要求，统筹推进全市城市商业体系建设各项工作，顺应消费升级趋势，科学配置商业设施，确保商业面积、商业业态、建筑规格等满足要求，一刻钟便民生活圈商业网点规模、布局、业态结构和服务功能，与居民数量、消费习惯、经济水平等要素相适应。</p><p style='text-indent: 2em;'>3.参照相关国家标准和行业标准，结合我市实际和不同类型社区商业发展形态，制定全市一刻钟便民生活圈商业设施建设、运营、服务和管理规范，明确设置规模、功能要求、配置标准、业态组合等。按照集聚式、街区式、分散式三类形态，制定渭南市社区邻里中心（社区商业中心）、社区商业街建设和运营指南。</p><p style='text-indent: 2em;'>4.合理优化社区商业网点，重点对主城区老旧小区、新建居住区、城乡结合部小区加强商业网点布局，满足居民便利生活和日常消费需求。推动商居和谐，引导住宅和商业适当分离，商业设施和社区风格相协调，基本保障类业态和品质提升类业态相结合。</p><p style='text-indent: 2em;'>（三）补齐社区商业短板</p><p style='text-indent: 2em;'>5.针对首批试点社区在商业业态、网点规划等方面存在的不足实施补短板行动，重点补齐业态配置和社区服务功能设置等方面的薄弱环节，打造一刻钟政务服务和便民生活服务圈，切实增强人民群众幸福感和获得感，打通社区服务“最后一公里”。对发展基础良好、特色优势突出，且具有普遍示范意义的社区，及时总结成功经验，在全市进行广泛推广。</p><p style='text-indent: 2em;'>6.支持社区利用便民广场、边角空地、闲置空房等可利用公共空间资源，开展社区公共服务、便民服务建设，对社区沿街店面进行导引指示改造，进一步提升居民生活便利化水平；鼓励金融、快递、旅游、维修等服务项目叠加到社区便利店、超市，增加公共服务种类。</p><p style='text-indent: 2em;'>7.支持引进第三方智慧物流配送机构，对试点社区的楼宇大堂信箱进行智能化改造，建设一批智能信包箱（快件箱）设施，积极发展箱式移动早餐售卖车、蔬菜直通车等便利设施进社区，进一步完善社区“一站式”便民服务功能，增加就业服务窗口。鼓励试点社区大型居住小区的物业服务企业向养老、托育、家政、邮政快递、前置仓等领域延伸，推动“物业服务＋生活服务”，提升消费便利化、品质化水平。</p><p style='text-indent: 2em;'>（四）丰富社区商业业态</p><p style='text-indent: 2em;'>8.紧跟新时代居民生活消费升级新需求，以新零售、新业态、新模式为突破，聚焦社区商业品质提升和功能拓展，推动社区商业转型升级。根据社区实际情况，鼓励社区超市采用“超市+食材餐饮+生活APP”服务模式，推行线上消费线下体验生活方式。鼓励企业在社区、楼宇设立“微菜市”，开设网红店等新业态，引导品牌企业入驻，进一步完善一刻钟便民生活圈业态，满足社区居民高品质消费需要。</p><p style='text-indent: 2em;'>9.合理调整完善社区周边业态，突出“便民、惠民、利民”特点，围绕不同社区，科学配置业态，满足居民日常生活需求。鼓励商业与物业、消费与生活、居家与社区等场景融合，实现业态多元化、集聚化、智慧化发展。优先配齐基本保障类业态，支持与居民日常生活密切相关的便利店、综合超市、生鲜超市（菜店）、早餐店、美容美发店、洗染店、药店、照相文印店、家政服务点、维修点、再生资源回收点、邮政快递综合服务点、前置仓等进社区，在合规合法的前提下采取“一点多用”的方式发展微利业态。</p><p style='text-indent: 2em;'>10.根据不同社区的人口结构和现实需求，积极发展品质提升类业态，鼓励发展特色餐饮、运动健身、保健养生、新型公共文化空间、休闲娱乐、老年康养、幼儿托管等品质提升类业态，促进商文旅融合，打造文化创意和旅游休闲街区，拓展社交化、特色化功能，满足居民多样化的消费需求，提升生活品质。</p><p style='text-indent: 2em;'>11.加快制定渭南市菜市场建设规范，加快推进社区菜市场、生鲜店（菜店）标准化、智慧化建设，推动经营面积500平方米以上的菜市场进行标准化提升改造，丰富商品品类、保障食品安全、维持价格稳定、提升管理水平、优化购物环境，鼓励菜市场开展配送上门等增值服务、便民服务。</p><p style='text-indent: 2em;'>12.鼓励便利店、药店视情延长营业时间，每个社区至少有一个24小时营业的便利店和药店。鼓励连锁药店利用专业力量拓展老年康护、保健养生咨询或培训等项目，引入健身、养生、美容等功能和产品，开展高质量的便民服务。发挥自助售卖机、蔬菜直通车、箱式移动餐饮售卖车等可移动商业零售设施灵活性优势，作为一刻钟便民生活圈的有益补充，弥补空间不足带来的短板。</p><p style='text-indent: 2em;'>13.推广电子证照应用，推行连锁经营“一照多址”“多照合一”模式，简化社区店铺开业程序。针对居民消费习惯和消费需求，构建以社区早餐店为主体，以便利店、特色餐饮店、老年配餐中心、箱式移动餐饮售卖车等为补充的多层次早餐供应体系，丰富小菜、营养粥、豆制品、奶制品、主食等品种。推动特色餐饮、渭南名小吃进社区。</p><p style='text-indent: 2em;'>（五）壮大商贸市场主体</p><p style='text-indent: 2em;'>14.鼓励行业龙头企业、连锁企业在渭南独立注册或股份合作成立地市级总部，输出品牌、标准、管理和服务。支持菜市场、生鲜超市（菜店）标准化改造，加强供应链管理和业务拓展，实行标准化、连锁化经营。截止2025年末，全市培育5个具有连锁经营能力的综合超市（含生鲜超市），10个渭南特色餐饮连锁品牌，20个家政服务连锁机构，100个小业态特色小店。</p><p style='text-indent: 2em;'>15.鼓励引导第三方技术服务商把大数据应用到开店布局、进销存管理、物流配送、商品追溯等各个环节，促进模式创新和市场要素精准配置。推动全市社区智慧平台和社区商业网点的上云用数，为社区商户提供营销、信息、流量、数字化工具等免费或让利服务。</p><p style='text-indent: 2em;'>（六）创新社区服务能力</p><p style='text-indent: 2em;'>16.推动一刻钟便民生活圈各业态联动发展，构建线上与线下互动融合、虚拟与实体互相补充的商业综合服务体系。依托全市智慧社区服务平台，接入社区购物、餐饮、休闲、文化、养老、家政等线上功能，面向居民提供周边商品和服务搜索、信息查询、生活缴费、地理导航及线上发券、线下兑换等免费服务，打造商业集约式发展生态圈，打通智慧城市、智慧社区、智能管家，融合商业属性和社会属性。</p><p style='text-indent: 2em;'>17.鼓励商户提供网订店取、线上下单、配送到家、服务上门等多样化服务，促进商家与居民和谐互动。推广“中央厨房+冷链+餐厅”“工厂+外卖”等模式，实行在线加工可视化，提高管理效能和商品服务质量。鼓励商户根据居民多样化、个性化消费需求，创新经营品类，延伸服务链条，提供定制化服务，鼓励探索净菜进城、社交客厅、亲子体验等新模式新业态。</p><p style='text-indent: 2em;'>（七）引导行业规范经营</p><p style='text-indent: 2em;'>18.发挥多方协同作用，整合街道、社区、物业、商户等各方力量，完善管理制度，强化诚信经营和守法意识，通过共建共管加强环境整治和自律规范。要在了解居民诉求的基础上，实施设施建设改造、促销活动、业态调整和引进，实现服务规范、商户共赢、居民满意的良性循环。</p><p style='text-indent: 2em;'>19.引入专业运营商，鼓励整体规划、统一招商、统一运营、规范管理，完善购物、服务、休闲、健身、文化创意、社交等功能。完善必要的无障碍设施，张贴一刻钟便民生活圈导视图，鼓励设立为老年人服务的专柜和体验店，保留实体店铺面对面人工服务，支持现金和银行卡支付，提供简便易行、满足老年人基本需要的服务方式，提高便民服务的“温度”。</p><p style='text-indent: 2em;'>20.加强对污染排放、私搭乱建和占道经营等现象的管理，保持商业网点整洁有序。对农产品废弃物、餐厨废弃物应实行统一回收、统一运输、统一处置。对洗染、理发、沐浴等用水量较大的，提倡使用节水节能技术和设备。</p></section></section></section></section><section
