border-box;">“情之所寄”，准确把握深刻内涵。</strong>党和人民所有的工作都需要久久为功、驰而不息，方能善作善成，实现平稳持久发展。加强网络文明建设，必须坚持以习近平新时代中国特色社会主义思想为指导，贯彻落实习近平总书记关于网络强国的重要思想和关于精神文明建设的重要论述，大力弘扬社会主义核心价值观，推动形成适应新时代网络文明建设要求的思想观念、文化风尚、道德追求、行为规范、法治环境、创建机制。参与网络监督的网民要加强学习，重点增强政治意识，提高政治站位，始终保持正确的发展方向，要掌握基本的网络常识和传播规律，不断提升完善自我；要扛起责任、尽职履责，做群众意见建议的“传输带”，做党委政府的“智囊库”，要做好“网”罗社情民意工作，围绕中心服务大局，做好团结、引导群众工作，共同为互联网健康发展献策助力；要用心用情讲好中国故事、传递中国好声音，多提善意的、有建设性的意见建议，反对恶意诋毁国家形象的网络舆论，尽己所能地加强正面宣传，塑造良好形象。</p><p border-box;">“心之所向”，树立正确舆论导向。</strong>遇到困难，先要找到解决的办法。近年来，网络舆论形势严峻复杂，一些不怀好意者打着“网络监督”的旗号，恶意诋毁中国发展成果，污蔑社会主义制度，歪曲共产党为群众所做的努力。许多网民容易被这些舆论所引导，使得网上一些看似是“民心所向”的民意诉求，实质是网民受恶意诱导产生的言论，若处理不当，很可能会削弱政府公信力，恶化干群关系。守人民的心，要学会换位思考，多从群众的角度考虑问题。群众在哪里，群众路线就要落实到哪里。要做好新时代网络空间治理工作和舆论疏导工作，要懂得付出一片真诚，换得一颗真心。需要强化网络空间思想引领，加强社会公德、职业道德、家庭美德、个人品德教育，广泛开展劳动模范、时代楷模、道德模范、最美人物、身边好人、优秀志愿者等典型案例和事迹的网上宣传活动，用科学理论、先进文化、主流价值占领网络阵地，持续弘扬主旋律，使互联网这个最大变量成为推动发展的最大增量。推动文明办网、文明用网、文明上网，构筑网络绿色屏障、安全屏障，推动形成崇德向善、见贤思齐的网络文明环境。</p><p border-box;">“力之所使”，贯通协同形成合力。</strong>“空谈误国、实干兴邦”，解决问题，要将办法付诸于行动。网络文明建设是一项涉及面广、综合性强的系统工程，需要坚持党的集中统一领导，统筹谋划、全面部署、一体推进。要规范网络举报和网络监督行为，明确监督受理部门，避免许多有价值的监督内容反映无门，同时完善网络监管，保障举报者的个人隐私不被泄露，也让传播虚假信息的人受到惩罚；要建立监督反馈机制，对于群众反映较多的问题诉求，要将处理结果在网络上进行公示，以加强互联网监督的交互性，激发群众监督热情。要充分发挥各地区各部门的积极性主动性创造性，推动社会各界力量共同参与，形成强大的工作合力。只要劲往一处使、力往一处发，踏踏实实地干，一定会成功到达梦想彼岸。</section><p
