16px;">2.加强政策宣传。各校要积极向社会和家长做好政策的宣传，引导学生及家长按照招生政策就近入学，营造全社会共同关心、支持、参与的良好氛围。各校要在注册登记期间安排专人负责群众的接待，做好相关政策的解释工作，避免群众门难进、多跑路现象，自觉维护社会稳定，切实实行阳光招生。</span></section><section style="text-align: justify; 16px;">3.加强学籍管理。各校要严格按照《临渭区义务教育阶段学生学籍管理办法》实施管理，确保每一位适龄儿童、少年有学上、人籍一致。严格规范转学流程，城区学校不得私自接收转入学生。学生因户籍迁移、实际居所变更、父母工作调动等原因确需转学的，必须提供相关证明，9月12日-13日由户籍或居住地中心校审核转学资料，根据学位情况统筹安排，按学籍管理有关规定办理转学手续。严禁出现人籍分离、空挂学籍、学籍造假等现象，不得为违规跨区域招收的学生和违规转学学生办理学籍转接手续。</span></section><section style="text-align: justify; text-indent: 2em; line-height: 2em;"><span style="letter-spacing: 1.5px; color: rgb(0, 0, 0); font-size: 16px;">4.落实控辍保学。各校要严格落实“七长”责任制，实施控辍保学五项制度。秋季开学后，区教育局将加大考核力度，确保适龄儿童少年按时入学。帮扶学困生和贫困生，确保义务段学生不因学困或家庭贫困而失学。对年满六周岁因身体健康等原因确需缓学的，其父母或其他法定监护人应向户籍所在地中心校提出申请，中心校为缓学学生出具“临渭区义务教育阶段儿童延缓入学证明”，统一报区教育局审核同意后，方可缓学。不得擅自以在家学习替代国家统一实施的义务教育。</span></section><section style="text-align: justify; text-indent: 2em; line-height: 2em;"><span style="letter-spacing: 1.5px; color: rgb(0, 0, 0); font-size: 16px;">5.严控招生规模。2023年秋季，农村小学、初中任何年级班额不得超过45人、50人，城区小学、初中起始年级班额不得超过55人。所有初中、小学要实行均衡编班、均衡配备教师，严禁举办快慢班、强化班、特优班、实验班及其他变相的重点班。小学要严格执行“零起点”教学，不得根据考试成绩对学生排名和编排学生座位，不得以“国际部”“国际课程班”“境外班”等名义招生。</span></section><section
