color: black;'><span leaf="">设区市教育行政部门是本行政区域内普通高中（含省直管县、市的普通高中）招生工作的责任主体，要科学统筹和具体实施招生工作，指导市、县（区）成立招生考试工作领导小组，全面落实我省普通高中招生工作要求，推动招生工作平稳有序。</span></span></font></span></p><p style='box-sizing: border-box; margin-top: 1.6rem; margin-bottom: 1.6rem; text-indent: 32px; line-height: 1.6em;'><font face="微软雅黑" size="3"><span data-index="9" style='box-sizing: border-box;'><strong style='box-sizing: border-box;'><span style='box-sizing: border-box; color: black;'><strong><span leaf="">2.</span></strong></span></strong><strong style='box-sizing: border-box;'><span style='box-sizing: border-box; color: black;'><strong><span leaf="">加强平台建设应用。</span></strong></span></strong></span><span data-index="9" style='box-sizing: border-box; color: black;'><span leaf="">利用市级统一招生录取网络平台开展报名、志愿填报、招生录取等工作，并及时将考试报名、招生方案与计划、录取投档等数据上传至全省普通高中招生数据核查系统备查，推进招生公平公正。</span></span></font></p><p style='box-sizing: border-box; margin-top: 1.6rem; margin-bottom: 1.6rem; text-indent: 32px; line-height: 1.6em;'><span data-index="9" style='box-sizing: border-box;'><font face="微软雅黑" size="3"><strong style='box-sizing: border-box;'><span style='box-sizing: border-box; color: black;'><strong><span leaf="">3.</span></strong></span></strong><strong style='box-sizing: border-box;'><span style='box-sizing: border-box; color: black;'><strong><span leaf="">加大监管问责力度。</span></strong></span></strong><span style='box-sizing: border-box; color: black;'><span leaf="">严格执行普通中小学生招生“十项严禁”纪律要求，切实加强招生全过程监管，建立完善监督举报制度，公布并畅通举报和申诉受理渠道，主动接受社会监督。健全违规招生查处和责任追究机制，<span textstyle='' style='color: rgb(123, 12, 0);font-weight: bold;'>对发现的违规招生、违规宣传行为给予问责处理</span>。各地要对2024年度招生备案反馈的问题予以整改落实，对整改不力、落实不到位的单位将予以全省通报并取消相关评优推荐资格。</span></span></font></span></p><p style='box-sizing: border-box; color: black;'><strong><span leaf="">4.</span></strong></span></strong><strong style='box-sizing: border-box;'><span style='box-sizing: border-box; color: black;'><strong><span leaf="">合理确定招生范围。</span></strong></span></strong><span style='box-sizing: border-box; color: black;'><span leaf="">坚持属地招生和公民同招的要求，<span textstyle='' style='color: rgb(123, 12, 0);font-weight: bold;'>地处县域（及不设区的市）的普通高中应在本县域内招生；地处设区市城区的普通高中应在所在区或若干城区内划定单元招生，原则上不得在县域招生，具体招生范围由市级教育行政部门确定</span>。辖区内县域学位不足或生源不足的，可由市级教育行政部门在辖区内统筹调剂，按照同一方式和标准录取学生。</span></span></font></span></p><p style='box-sizing: border-box; margin-top: 1.6rem; margin-bottom: 1.6rem; text-indent: 32px; line-height: 1.6em;'><span data-index="9" style='box-sizing: border-box;'><font face="微软雅黑" size="3"><strong style='box-sizing: border-box;'><span style='box-sizing: border-box; color: black;'><strong><span leaf="">5.</span></strong></span></strong><strong style='box-sizing: border-box;'><span style='box-sizing: border-box; color: black;'><strong><span leaf="">科学编制招生计划。</span></strong></span></strong><span style='box-sizing: border-box; color: black;'><span leaf="">除承担国家特殊人才培养任务的陕西省空军、海军青少年航空学校外，<span textstyle='' style='color: rgb(123, 12, 0);font-weight: bold;'>一律不得跨市招生</span>；<span textstyle='' style='color: rgb(123, 12, 0);font-weight: bold;'>继续压减市域内跨区域招生计划</span>；将优质普通高中（含民办）总计划（含各类招生计划，单列计划除外）中的不低于50%定向分配到招生区域内各初中学校（含民办），鼓励学校结合实际适当提高定向招生比例。</span></span></font></span></p><p style='box-sizing: border-box; margin-top: 1.6rem; margin-bottom: 1.6rem; text-indent: 32px; line-height: 1.6em;'><span data-index="9" style='box-sizing: border-box;'><font face="微软雅黑" size="3"><strong style='box-sizing: border-box;'><span style='box-sizing: border-box; color: black;'><span leaf="">因地制宜扩大综合高中班试点范围并增加招生数量。鼓励具备条件的中职学校整建制转设综合高中，具体要求另行公布。<span textstyle='' style='color: rgb(123, 12, 0);font-weight: bold;'>综合高中（班）应至少设置1个（门）职业教育专业（课程），并提前向社会公布</span>。</span></span></font></span></p><p style='box-sizing: border-box; color: black;'><span leaf="">体育、艺术、小语种等特殊类型招生可在设区市范围招生，<span textstyle='' style='color: rgb(123, 12, 0);font-weight: bold;'>原则上不得超过学校计划总数的5%</span>，教育部、省教育厅批准的青少年足球人才培养改革试点学校足球特长生招生按照试点相关要求执行。</span></span></font></span></p><p style='box-sizing: border-box; margin-top: 1.6rem; margin-bottom: 1.6rem; text-indent: 32px; line-height: 1.6em;'><span data-index="9" style='box-sizing: border-box;'><font face="微软雅黑" size="3"><strong style='box-sizing: border-box;'><span style='box-sizing: border-box; color: black;'><span leaf="">各类“国际班”的境外课程、招生计划、收费许可等须报省教育厅备案，招生纳入统一管理，实行计划单列，学生就读期间不得转入普通班级。外籍人员子女学校招生按照《陕西省外籍人员子女学校管理办法（试行）》（陕教规范〔2019〕10号）有关规定执行。</span></span></font></span></p><p style='box-sizing: border-box; color: black;'><span leaf="">认真落实教育优待政策，军人子女、公安子女和消防救援队伍人员子女由市级教育行政部门按照有关规定执行。<span textstyle='' style='color: rgb(123, 12, 0);font-weight: bold;'>除国家规定的照顾政策外，其他地方性加分项目一律取消。</span>与此同时，<span textstyle='' style='color: rgb(123, 12, 0);font-weight: bold;'>要切实保障随迁子女接受义务教育后在流入地参加中考，并为残疾学生参加初中学业水平考试提供便利</span>。</span></span></font></span></p><p style='box-sizing: border-box;
