百度了下，标准要求都不同。
办学规模要求不同
大学：全日制在校生需超8000人，且研究生占比不低于5%。
学院：全日制在校生需超5000人，无研究生比例硬性要求（艺术、体育类院校可例外）。
学科设置差异明显
大学：必须覆盖3个以上学科门类（如理工、医学、文学等），本科专业总数超20个，且每个主要学科需包含3个以上一级学科（如“工学”含机械、电子等），至少2个硕士点。
学院：只需1个主要学科门类（如“医学”或“艺术”），但需覆盖该学科下3个以上专业。
师资力量标准不同
大学：50%以上教师为研究生学历（博士占20%），高级职称教师超400人（正教授超100人）。
学院：30%以上教师为研究生学历，正教授至少10人，高级职称教师占比超30%。
