box-sizing: border-box; text-indent: 2.25em;'><span style='font-size: 16px;'><span leaf="">1．已参加2026年陕西省普通高校招生考试报名；</span></span></p><p style='word-break: break-all; box-sizing: border-box; text-indent: 2.25em;'><span style='font-size: 16px;'><span leaf="">2．本人具有我省实施区域当地连续3年以上户籍，其父亲或母亲或法定监护人具有当地户籍；</span></span></p><p style='word-break: break-all; box-sizing: border-box; text-indent: 2.25em;'><span style='font-size: 16px;'><span leaf="">3．本人具有户籍所在县（区）高中连续3年学籍并实际就读。</span></span></p><p style='word-break: break-all; box-sizing: border-box; text-indent: 2.25em;'><span style='font-size: 16px;'><span leaf="">（二）地方专项计划由参加我省原本科一批录取的省属高校承担，下达到陕的地方专项计划将在《2026年普通高校在陕分校分专业招生计划汇编》中公布。报考学生须同时具备下列三项条件：</span></span></p><p style='word-break: break-all; box-sizing: border-box; text-indent: 2.25em;'><span style='font-size: 16px;'><span leaf="">1．已参加2026年陕西省普通高校招生考试报名；</span></span></p><p style='word-break: break-all; box-sizing: border-box; text-indent: 2.25em;'><span style='font-size: 16px;'><span leaf="">2．本人及父亲或母亲或法定监护人户籍地在我省实施区域的农村，本人具有当地连续3年以上户籍；</span></span></p><p style='word-break: break-all; box-sizing: border-box; text-indent: 2.25em;'><span style='font-size: 16px;'><span leaf="">3．本人具有户籍所在县（区）高中连续3年学籍并实际就读。</span></span></p><p style='word-break: break-all; box-sizing: border-box; text-indent: 2.25em;'><span style='font-size: 16px;'><span leaf="">（三）高校专项计划定向招收边远、贫困、民族等地区县（含县级市）以下高中勤奋好学、成绩优良的农村学生。报考学生须同时具备下列三项基本条件：</span></span></p><p style='word-break: break-all; box-sizing: border-box; text-indent: 2.25em;'><span style='font-size: 16px;'><span leaf="">1．已参加2026年陕西省普通高校招生考试报名；</span></span></p><p style='word-break: break-all; box-sizing: border-box; text-indent: 2.25em;'><span style='font-size: 16px;'><span leaf="">2．本人及父亲或母亲或法定监护人户籍地在我省实施区域的农村，本人具有当地连续3年以上户籍；</span></span></p><p style='word-break: break-all; box-sizing: border-box; text-indent: 2.25em;'><span style='font-size: 16px;'><span leaf="">3．本人具有户籍所在县（区）高中连续3年学籍并实际就读。</span></span></p><p style='word-break: break-all; box-sizing: border-box; text-indent: 2.25em;'><span style='font-size: 16px;'><span leaf="">有关高校可在上述三项基本条件的基础上，提出其他报考要求并在招生简章中明确，考生须在报考时登录相关高校招生网站和教育部阳光高考平台自行查阅。</span></span></p><p style='word-break: break-all; font-size: 15px; color: rgb(0, 0, 0); line-height: 2; letter-spacing: 2px; box-sizing: border-box;'><p style='word-break: break-all; box-sizing: border-box; text-indent: 2.25em;'><span style='font-size: 16px;'><span leaf="">（一）各有关市（区）招委会负责研究确定地方专项计划和高校专项计划在本地实施的农村范围。要在参考国家统计局发布的最新城乡区域划分标准基础上，根据本地推进城镇化和户籍制度改革实际，结合农村土地确权、农村合疗等情况合理确定地方专项计划和高校专项计划实施区域的农村范围和农村考生身份，不得无原则地扩大农村范围。各有关市（区）招委会应公开公示所研究确定的本市（区）实施区域的农村范围，接受社会监督。</span></span></p><p style='word-break: break-all; box-sizing: border-box; text-indent: 2.25em;'><span style='font-size: 16px;'><span leaf="">（二）专项计划的考生报考资格审核工作由相关县（区）招委会负责。资审工作要严格执行专项计划报考条件，严禁随意放宽资格标准；要细化资格审核办法和审核程序，层层落实工作责任；要建立教育、公安等多部门联合审核工作机制，逐级落实工作责任，确保考生户籍、学籍真实准确；要强化部门协作和信息共享，充分利用各部门相关信息系统，认真核查考生户籍、学籍等信息，严防报考资格弄虚作假。对于报考资格存疑的考生，要认真组织资格复核，坚决取消不符合实施区域、学籍、户籍等要求的考生资格。</span></span></p><p style='word-break: break-all; box-sizing: border-box; text-indent: 2.25em;'><span style='font-size: 16px;'><span leaf="">（三）根据教育部信息报送要求，今年我省专项计划考生报考资格审查工作已安排于高考报名时完成，各县（区）招委会要按照本通知相关规定，于5月1日前组织实施专项计划考生报考资格复核工作，复核工作完毕后，各县（区）招生办负责将资审结果与高考报名系统中考生有关报名信息进行比对，需要更正的应及时与相关考生联系，在考生本人写出书面申请后，按照有关规定报省教育考试院进行信息变更，以避免录取过程中出现不必要的纠纷。审核结果与原报名信息不符、考生本人又拒绝修改相关信息的，视为自动放弃专项计划报考资格。</span></span></p><p style='word-break: break-all; box-sizing: border-box; text-indent: 2.25em;'><span style='font-size: 16px;'><span leaf="">（四）按照教育部规定，往年被专项计划录取后放弃入学资格或退学的考生，不再具有专项计划报考资格。有关高校须于5月10日前将相关考生信息以公函形式反馈我院。各有关市、县（区）招生办和高校要在报考、入学等环节，将该政策明确告知考生，做好提醒工作。</span></span></p></section><section style='text-align: justify;box-sizing: border-box;'><p style='box-sizing: border-box; font-size: 15px; color: rgb(0, 0, 0); line-height: 2; letter-spacing: 2px; box-sizing: border-box;'><p style='word-break: break-all; box-sizing: border-box; text-indent: 2.25em;'><span style='font-size:16px;'><strong style='box-sizing: border-box;'><span leaf="">（一）加大信息公开公示力度。</span></strong><span leaf="">各有关市、县（市、区）招生办、高校和中学要认真落实招生信息“十公开”要求，切实做好招生信息公开公示，严防资格造假和违规录取。要及时将通过专项计划报考资格审核的考生姓名、学籍学校、就读学校、本人及父亲或母亲或法定监护人户籍地信息分别在考生所在中学网站和班级公示。专项计划录取结束后，录取考生名单将在陕西省教育考试院门户网站和陕西招生考试信息网公示。对被举报资格造假的考生，由有关市、县（区）招委会负责核查。一经查实，取消其录取资格，由此导致的一切后果由考生本人负责。</span></span></p><p style='word-break: break-all; box-sizing: border-box; text-indent: 2.25em;'><span style='font-size:16px;'><strong style='box-sizing: border-box;'><span leaf="">（二）严查各类违规违纪行为。</span></strong><span leaf="">各有关市、县（区）招生办和高校要严肃工作纪律，加强监督检查，完善举报机制，畅通举报方式，及时妥善处置各类信访问题，做到件件有结果。对专项计划报名、考试、录取过程中出现的违法违规行为，各地各校要严格按照有关法律规定严肃处理，依法依规追究当事人及相关人员责任;涉嫌犯罪的有关人员，移送司法机关追究法律责任。对伪造、变造、篡改、假冒户籍学籍等虚假个人信息和提供虚假申请材料的考生，均应当认定为在国家教育考试中作弊，取消专项计划报名和录取资格，同时取消其当年高考报名、考试和录取资格，并视情节轻重给予暂停参加各类国家教育考试1—3年的处理。对公职人员违规违纪的，要依据相关规定严肃处理。</span></span></p><p style='word-break: break-all; box-sizing: border-box; text-indent: 2.25em;'><span style='font-size:16px;'><strong style='box-sizing: border-box;'><span leaf="">（三）切实做好考生宣传服务。</span></strong><span leaf="">各有关市、县（市、区）招生办要完善报名和资格审核办法，为考生提供更加简便、有效的报考服务。要高度重视对考生的宣传工作，通过电视电台、报纸报刊、微信微博、专题讲座、咨询热线等形式，广泛开展宣传咨询。及时向考生印发报考指南、填报须知、招生简章等宣传材料，让广大考生清楚了解专项计划的报考条件、录取办法、就业政策等内容。要为高校在当地开展招生宣传、现场或网络考核等工作给予必要的条件支持。各有关县（市、区）招生办务必将教育部及我省相关规定通知到辖区内所有中学。要主动深入中学，为考生提供面对面的政策宣传解读，切实提高宣传实效，鼓励符合条件的优秀学生踊跃报考。</span></span></p><p style='word-break: break-all;
